SEMCOG invites public comment on
adoption of the Transportation Improvement Program, FY 2020-2023 and
an amendment to the FY 2017-2020 Transportation Improvement Program

SEMCOG, the Southeast Michigan Council of Governments, announces the public comment period for adoption of the Transportation Improvement Program (TIP) for Southeast Michigan, FY 2020-2023 and an amendment to the FY 2017-2020 Transportation Improvement Program.

The TIP is a schedule of specific projects that address policies and priorities in the 2045 Regional Transportation Plan for Southeast Michigan (RTP) for implementation by cities, villages, county road agencies, transit providers, and the Michigan Department of Transportation over a four-year period.

Background
The TIP is a scheduling document used to implement the goals and objectives of the 2045 RTP. Action to adopt the new TIP will authorize the receipt of federal funds for project development for FY 2020-2023. The action to adopt the FY 2020-2023 TIP will also make the first four years of the 2045 RTP project list consistent with the FY 2020-2023 TIP.

The proposed FY 2020-2023 TIP contains more than 600 projects. Estimated expenditures for projects being programmed total $3.2 billion, representing $2.1 billion in federal, $429 million in state, and $680 million in local/other funding. The proposed FY 2020-2023 TIP includes a variety of projects designed to address regional transportation policies and priorities – pavement, safety, bridge, Intelligent Transportation Systems (ITS), transit (capital and operations), capacity, and pedestrian and bike enhancement projects. These projects will contribute to meeting statewide transportation performance targets.

While the FY 2020-2023 TIP appears as one project list, in order to align the overlapping year between the FY 2017-2020 TIP and FY 2020-2023 TIP, all changes to FY 2020 will be approved now, but processed as a first technical amendment after final FY 2020-2023 TIP approval. The FY 2020 projects affected are noted in the project list.

Action to amend the FY 2017-2020 TIP will make final changes to FY 2019 projects ahead of the close of FY 2019. The project list for this amendment is available on SEMCOG's TIP webpage.

Amendment evaluations
The adoption requires all proposed projects undergo a series of evaluations, including identification of financial resources, an air quality conformity review, an environmental justice analysis, and a public comment process.

Coverage of this notice
Public notice of public participation activities and time established for public review of, and comments on, the TIP will satisfy the Program of Projects (POP) requirements of the Federal Transit Administration (FTA).

  • Executive Committee, Thursday, July 25, 2019, 1 p.m., SEMCOG offices – Discuss FY 2020-2023 TIP  and amendment to FY 2017-2020 TIP and take final actions.
