Welcome to the City of Inkster website. Thank you for your
interest in the purchase of city-owned property. Following is a list of
city-owned houses that are currently available. Vacant lots are also
available. More information may be obtained by contacting Murray's Real

The property list includes a picture,
property identification number, a brief description and price based on
area housing sales (comps). All prices are negotiable based on the
condition of the property. All properties are sold “as is”. Interested
individuals may enter the property by appointment only. Daily
appointments are available. A liability waiver must be signed and
notarized prior to being admitted into any property.

City-Wide Town Hall Meeting - April 19,
2012
The Annual Town Hall Meeting scheduled on
April 19, 2012 @ 6:30 pm in the Booker Dozier Recreation Complex has
been cancelled. The City of Inkster’s Image Committee appreciates the
community’s support during previous Town Hall Meetings, and they expect
to see you next year.

Frequently Asked
Questions
Do I need to work with a real estate
agent? A realtor can assist you with your purchase but keep
in mind when calculating your expenses that realtors generally charge
between three and six percent of the purchase price for their services.
City staff can assist you with the purchase process, however the most
important aspect of this transaction is reading all disclosures and
agreements thoroughly and understanding your responsibilities under such
agreements.
I am interested in a property and
would like to see it. What do I do? Contact Jeannie Fields,
Community Development Manager, at (313)563-7709 between the hours of
9:00am and 4:00pm, Monday through Friday.
I am interested in a property but
disagree with the purchase price? A reasonable counteroffer
may be made. However, a justification for the difference in price must
be submitted. The justification should include a reason (s) for the
difference in price along with the costs associated with any repairs
that are necessary.
I am interested in a property and
would like to make an offer. What do I do? Complete the
Offer to Purchase Form which can be downloaded from this site or
obtained from City Hall. Submit it along with a deposit (see deposit
question below) in the form of a check or money order made payable to
City of Inkster (be sure to reference the property address) and any
other necessary information (ex: counteroffer justification). This
information may be returned to the Community Development Department or
mailed to: City of Inkster, Community Development Department, 26215
Trowbridge, Inkster, MI 48141.
Is a deposit required with my offer?
If so how much is the deposit? Yes a deposit is required. A
$600.00 or 10% of offering price, whichever is greater, deposit is
required with every offer.
How long will it take to find out if
my offer has been accepted? Generally approval is within 30
– 45 days as City Council approval is required. You will be asked to
attend the city council meeting wherein your offer to purchase property
will be considered. Council meetings are held the 1st and 3rd Monday of
every month at 7:30pm in council chambers located in City Hall.
How will I be notified if my offer
is accepted? All applicants will be notified of their offer
in writing via mail generally within 7 days of council action.
What happens if my offer is
rejected? You will be notified in writing and your deposit
will be returned less a $200 administrative fee.
How long do I have to pay the
balance on my purchase after my offer is accepted? Accepted
offers must be paid in full within 30 days of acceptance notification.
What types of payment methods are
there for paying my deposit/offer? Payment must be made in
the form of a certified check or money order made payable to the City of
Inkster (be sure to reference the property address on the check).
What happens after my offer is
accepted? After the offer is accepted, all related
documents are properly executed, and payment is received, the purchaser
receives the deed and keys to the property. The purchaser must file a
property transfer affidavit with the treasurer’s office, arrange for the
water connection, register property with the building department and
make application for an on-site inspection. The building inspector will
perform the inspections and provide a copy of the inspection report to
the purchaser. The inspection report is valid for six months. During
this time permits can be applied for and work approved by the Building
Department. Once final inspections are scheduled by the applicant and
the rehabilitation is approved by the Building Department, a certificate
of occupancy is issued.
Does the property have to be
inspected? It is recommended that applicants consult with a
licensed inspector/contractor and assess the condition of the property
as well as rehabilitation costs prior to making an offer as some
properties may require extensive rehabilitation and permits. After
purchasing the property, contact the Building Department, which is
located inside city hall, at (313)563-7716 for an on-site inspection.
The Building Department will perform the applicable inspections within
five days of receiving the application for an on-site inspection from
the applicant. An on-site inspection is $150.00.
Are there any programs available to
assist me with rehabilitation? The Michigan State Housing
Development Authority (MSHDA) has a Property Improvement Program (PIP)
available. Information is available on MSHDA’s website at
www.michigan.gov/mshda or it can be obtained from the Community
Development Department.
How long do I have to rehabilitate
the property? You have one year from the purchase date to
rehabilitate your property and obtain a Certificate of Occupancy (COO).
What is a Certificate of Occupancy
(COO)? A Certificate of Occupancy is a certificate issued
by the Building Department certifying the property meets the
requirements of the Michigan Housing Code and other state and municipal
codes and ordinances. Occupancy is prohibited until a Certificate of
Occupancy has been issued.
Who is responsible for maintaining
the lawn and snow shoveling if I haven’t moved into the property yet?
The applicant(s) who is the property owner once the purchase agreement
is consummated is responsible for complying with all applicable codes
and ordinances.
Do I have to be an Inkster resident
to purchase a city owned property? No. However preference
will be given to Inkster residents who will live in the property.
What happens if multiple offers are
made on the same property? Offers will be given
consideration on a first-come, first-served basis.
