    1. Discussion/Action: Valdemar Washington, Interim Chief Judfe - Approve appointment of Pamela A. Anderson as the Part-Time Magistrate of the 22n District Court.
    2. Discussion/Action: William Lawrence - Approve ICMA-The Vantage Care Retirement Health Savings Plan.
    3. Discussion/Action: Mark D. Lloyd, Director of Planning, Building, and Economic Development - Obtain City Council approval to sign and submit two (2) copies of the Michigan Natural Resources Land and Water Conservation Fund (LWCF) Project Agreement for further redevelopment of Wheatley Park. This action is necessary for final execution of the agreement by the MDNR.
    4. Discussion/Action: Mark D. Lloyd, Director of Planning, Building, and Economic Development - Consider approval of offer to purchase (Case # LDII-02) one (1) vacant lot, which is located on the south side of 3800 Allen Street and legally described as Lot 53 also 1/2 adj vac alley, Van Alstine Boulevard Sub, T2S, R9E, L55, P4, WCR to Gloria A. Pannell in an amount of$1,000.
    5. Discussion/Action: Mark D. Lloyd, Director of Planning, Building, and Economic Development - Consider approving the final work plan of the EPA Petroleum Site Assessment and Hazardous Substances Site Assessment Grants, direct staff to prepare a Request for Proposal to hire a consultant for the preparation of a strategic road map and site assessment, to evaluate submitted proposals, and retain the consultant for state services.
    6. Discussion/Action: Velida Gutierrez, City Clerk - Approve a block party/community picnic at Smith Chapel A.M.E. Church on Walnut between Beech and Carlysle on August 27,2011.
    7. Discussion/Action: Ann K. Capela, City Manager Authorize City Administration with city attorney to notify Wayne County Treasurer that the City of Inkster will seek to exercise the city's "right of refusal to purchase tax foreclosed property in Wayne County" by purchasing the following properties in the City of Inkster: (1) 4360 Bridgeport; (2) 4351 Bridgeport (3) 4307 Bridgeport (4) 4311 Bridgeport (5) 4344 Bridgeport; (6) 4340 Bridgeport (7) 4324 Bridgeport. Total amount for said properties being $68,447.62 with corresponding fees for the purchase of these properties.
    8. Discussion/Action: Carl Brooks, DPS Director: Consider authorizing the City of Inkster administration to enter a Guaranteed Project Performance with Siemens Industry Inc.
    9. Discussion/Action: Ann K. Capela, City Manager: Enter into an engagement as counsel for installment purchase of water meters and energy conservation improvements with Miller Canfield.
    10. Discussion/Action: Enter into an agreement with Wayne County approving financing of water meters and energy conservation improvements.
    11. Discussion/Action: Carl Brooks, DPS Director: Consider approving commercial water shut off policy for non-payment.
