Regular Council Meeting
November 7, 2011
The Regular Meeting of the Council of
the City of Inkster, Wayne County, Michigan, convened in the Council
Chambers, 26215 Trowbridge, on Monday, November 7, 2011.
Prior to
the regular council meeting council it was moved by Canty, Seconded by
Crump to go into closed session at 7:11 p.m. for pending litigation.
Moved by Canty, Seconded by Williams to return to open session at 7:40
pm. Call Meeting to Order Mayor Hampton called the meeting to
order at 7:49 p.m.
Pledge of Allegiance City Council and the
public in attendance pledged allegiance to the flag of the United States
of America.
Roll Call Honorable Council Present: Michael
Canty, Henry Crump, Marcus Hendricks, Courtney Owens, Timothy Williams,
Patrick Wimberly, Mayor Hilliard Hampton
Approval of Agenda
11-11-303R Moved by Hendricks Seconded by Canty Approve agenda with
the addition of two new business items Motion carried unanimously.
Mayor Hampton recognized Eugene Cunningham, a long time servant of
the city with a moment of silence. Presentation: Public
Participation
- Paul: commented on water meters and water rates.
- Deborah Owens: Explained City of Inkster form of government.
- Karen
Lee: Commented on several city issues (water, meters, pension, animal
control and code enforcement).
- Darlene Wilson: Commented on water
rates.
- Nathan Fisher: Commented on bad odor from local business.
- Dorothy Gardner: Commented on the show of citizens at the council
meeting and invited seniors to Christmas party.
- Regina Lewis:
Commented on water rates, code enforcement and animal control.
- Carol Sonnetti: Commented on water rates.
- Jerome Doughton:
Questioned high water rates.
- Marina Johnson: Commented on hard ship
water rates are causing.
- Teddy Mimms: Commented on Emergency
Manager and effort to oppose on November 2012 ballot.
- Robert Irwin:
Commented on struggle water rates are causing residents.
- Diane
Murphy: Spoke on hardship the water rates are causing her.
Mayor
Hampton intervened and announced a special meeting at 6:00 p.m. on
Thursday at the Booker T. Dozier Recreation Complex. Encouraged all to
attend. Canty announced a 2:00 p.m. Director of Water Board meeting
November 30 at 735 Randolph on 5th floor
- Willie Johnson: Expressed
disappointment with Administration.
- George Williams: Offered
solutions to water issue and city concerns.
- Sandra Sturvant:
Commented on council behavior.
- Gabe Henderson: Announced
Goodfellows breakfast and Marvelettes Gala.
- Sandra Watley:
Requested a letter regarding code violation accusation.
- Debra
Smith: Commented on water rates, police officer lay off, vacant homes
with high grass.
- William Aiklen: Announced Toys for Tots program
and contact information.
- Resident from Warren commented on smart
meters.
- Debbie Stone: Commented on water rates and collection
procedures.
- Renee Belue: Commented on water rates and debris in
city.
- Francine: Commented on water main break.
Public Hearings
Consent Agenda 11-11-304R Moved by Hendricks Seconded by Canty
- October 3, 2011 corrected regular meeting minutes.
- October 17
2011 regular meeting minutes
- Allen Brothers invoice of $8,556.25
for October services.
Motion carried unanimously. Boards and
Commissions 11-11-305R Moved by Canty Seconded by Crump Appoint
Deborah Owens to a four year term to the Board of Canvassers. Motion
carried unanimously. Previous Business Ordinances First Reading
Second Reading New Business 11-11-306R Moved by Williams Seconded
by Canty Modify Personnel Manual on Weapons (Delete Code Enforcement
Officers). Motion Failed 11-11-307R Moved by Canty Seconded by
Williams Consider approval of proposed Council meeting dates for 2012
calendar year in accordance with City of Inkster Charter, Section 7.1.
Motion carried unanimously 11-11-308R Moved by Canty Seconded by
Crump Recognize November 2011 as National Family Caregivers Month in
the City of Inkster. Motion Carried Unanimously 11-11-309R Moved
by Williams Seconded by Crump Request Council authority to seek
sealed bids on city salvage stored at the DPS Princeton facility.
Motion Carried Unanimously 11-11-310R Moved by Crump Seconded by
Canty Approval of vendor to repair crash damage patrol vehicle 10-341
(Supervisor Vehicle). To be paid for out of the vehicle maintenance
budget. Motion Carried Unanimously 11-11-311R Moved by Williams
Seconded by Owens To award Johnston Lithograph, Inc. for the printing
of 10,000 City of Inkster Calendars for the year 2012, in an amount of
$4,750.00 based upon quotations received for this project. This request
in to also authorize a contingency amount of no more than $500.00 if any
necessary related composition or design work may be needed. Motion
Carried Unanimously 11-11-312R Moved by Canty Seconded by Owens
Adoption of Resolution approving submission of an application to the
Local Financial Assistance Loan Board Requesting an Emergency Loan in
the amount of $3,000,000. Motion Carried Unanimously 11-11-313R
Moved by Williams Seconded by Owens Approve letter of agreement for
police patrol and police command. Motion Carried Unanimously
Council Concerns Representative Shannel Jackson of 9th District:
Offered her services to assist city during financial difficulties
Williams: Expressed concern on fixed water rates. Asked Administration
to go through budget Hendricks: Proposed resolution on 2011/2012
budget; commented on water rate hike.
11-11-314R Moved by
Hendricks Seconded by Owens Direct Administration to conduct a
thorough investigation of 2011/2012 budget presented to council and what
is included in Water rates to begin November 8, 2011. Motion Carried
Unanimously Owens: Commented on allegations and honor to serve on
City Council. Canty: Commented on assisting persons to attend water
board meeting. Crump: Stated meters have been tested and are safe.
Hendricks Thanks citizens for the opportunity to serve. Mayor: Thanks
citizens for the opportunity to serve and shared important points of his
career. Announced salute to veterans ceremony at Fort Wayne. City
Clerk Provided information regarding November 8 election. City
Manager There being no further business to come before Council, on
motion duly made by Councilman Hendricks, seconded by Councilman
Wimberly and carried, the Regular Council Meeting of October 17, 2011
was adjourned at 11:20 PM.
