Special Council Meeting
October 24, 2011
The Special Meeting of the Council
of the City of Inkster, Wayne County, Michigan, re-convened in the
Council Chambers, 26215 Trowbridge, on Monday, October 24, 2011.
Call
Meeting to Order Mayor Hampton called the meeting to order on at 5:38
a.m.
Roll Call Honorable Council Present: Michael Canty, Henry L.
Crump, Jr., Marcus Hendricks, Courtney Owens, Timothy Williams (5:39),
Patrick Wimberly (5:45), Mayor Hilliard L. Hampton II Public
Participation Johnathan Weigel: Concerned with water bill increase.
Paul McLain: Requested information on how council voted on water
increase. Dorothy Gardner: Stated information on City of Inkster
website. Carmen Mitchell: Wondered if break down is on water bill.
Council Discussion Owens: Suggested placing water rate breakdown on
the bill or a separate mailing. Hendricks: Stated some of the rates
are federal mandates and cost must be incurred by city. Stratigetly
place and no one will notice an increase. Mayor: Stated should have
occurred 10 years ago, use capacity of first basin and avoid cost of 3rd
basin. Ron Wolkowicz, Interim City Manager, stated objective to
adjust the budget and create a five year deficit budget plan in order to
allow city to control its destiny. Thanked the Department Heads and 22nd
District Court for the work. Introduced Carl Johnson of Plante Moran.
Carl Johnson: Provided time line of events: State of Michigan alerted
deficit existed when City Manager and Treasurer brought cash flow to
their attention and asked for permission to borrow money. State of
Michigan met with Mayor, Mayor Pro Tem, City Manager and asked for a
plan in a week. Special meeting should have produced a plan.
Notification is one of 14 triggers. A review team will be appointed.
Consequences devastating to community: dictatorship, council loses pay
and benefits, can last for several years. Adopted plan can be
amended. Discussion on the deficit elimination plan urgency.
Councilman Williams asked the city clerk to find 3:1 match resolution.
Further discussion on layoffs, payoff of sick and vacation time,
bumping rights, number of remaining staff, possible inaccurate
information, and possible inquiry of suspicious areas. 11-10-298S
Moved by Wimberly Seconded by Canty Approve the deficit reduction
plan and amend 2011/2012 budget. Motion unanimously adopted.
Council assembled in closed session for personnel at 9:03 pm Moved by
Canty, Seconded by Crump, Nay: Owens. Council returned to open
session at 9:16, Moved by Canty, Seconded by Crump 11-10-299S Moved
by Owens Seconded by Canty Terminate Ann Capela, City Manager, with
cause. Motion unanimously adopted. There being no further business
to come before Council, on motion duly made by Councilman Canty,
seconded by Councilman Owens and carried, the Special Council Meeting of
October 24, 2011 was adjourned at 9:19 p.m.
