Regular Council Meeting
September 19, 2011

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, September 19, 2011.
Call Meeting to Order
Mayor Hampton called the meeting to order at 7:45 p.m.
Pledge of Allegiance
All in attendance pledged allegiance to the flag of the United States of America.
Roll Call
Honorable Council Present: Michael Canty, Henry Crump, Marcus Hendricks, Courtney Owens, Timothy Williams, Patrick Wimberly, Mayor Hilliard Hampton
Approval of Agenda

Approve agenda as presented with the addition of an item from the Police Department.
Motion carried unanimously.

Public Participation
Mischa Bushir: Inkster schools superintendent provided information on upcoming events and requested support.
Ruth Williams: Announced Goodfellows event and support.
Sandra Watley: Announced block club event. Commented on water shut off policy.
Curtisene Barge: Commented on city finances and Administration.
Gabe Henderson: Reported broken water main on Wellesley. Questioned soil at Parkwood Park.
George Williams: Commented on Annapolis Pointe homes, millages, water increase, grant writer status and city finances.
Ernest Hendricks: Requested information on Wheatley Park, layoff status, community services. Suggested an informative newsletter.
DeArtriss Richardson: Announced Marvelettes 50 anniversary gala.
Dorothy Gardner: Follow up on previous questions.
Christopher Thompson: Requested clarification on responsibility of a new home owner for previous water bill. Council will place under new business.
Willie Johnson: Commented on city finances.
Juan Bradford: Commented on city finances; offered suggestions.
Karen Lee: Requested copy of claim form. Financial suggestions given.
Rosetta Williams: Commented on community lawn service.
Presentation
Mark Stuhldreher, City Treasurer gave presentation on Governor mandated Dashboard requirements and benefits to the city. Councilman Owens requested an update on a certain sum of money.

- Consider approving Girl Scout telephone and direct door-to-door sales for the weeks of October 1 through November 27, 2011 for the annual candy/nut sales and December 19, 2011 through April 1, 2012 for cookie sales.

Williams: Expressed concern of tree on Thomas Circle and timeliness of water bills.
Canty: Acknowledged Top Dog Catering contribution to Auxiliary Police Picnic.
Wimberly: Questioned city calendar funding.
Crump: Announced Task Force meeting and Councilman Williams’s birthday.
Hendricks: Suggested a special meeting for city manager and city clerk evaluation. Reported residential mud backup. Requested report on city performing residential lawn service.
Owens: Recommended forensic audit.

Instruct Administration to fashion a RFP for financial forensic audit.
Motion Carried Unanimously
Commented on Inkster Road project and potential drain issue. Recommended terminating city manager’s contract without cause in accordance with her contract. Following council discussion, a special meeting was scheduled for September 27 at 5:00 p.m. for the city manager and city clerk evaluation and water shut off policy.
Mayor: Commented on audit, Inkster road project, county responsibility and budget cut. Asked council to make suggestions.
Owens: Suggested halting memberships, asked clerk to investigate and place on next agenda.
City Clerk
Announced last day of registration for the November 8, 2011 general election.
City Manager
No report.
There being no further business to come before Council, on motion duly made by Councilman Canty, seconded by Councilman Williams and carried, the Regular Council Meeting of September 19, 2011 was adjourned at 11:21 PM.
