Special Council Meeting
September 10, 2011

The Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Saturday, September 10, 2011.
Call Meeting to Order
Mayor Hampton called the meeting to order at 10:10 a.m.
Roll Call
Honorable Council Present: Michael Canty, Henry L. Crump, Jr., Marcus Hendricks, Courtney Owens (10:16) Timothy Williams (10:14), Mayor Hilliard L. Hampton II
Not Present: Patrick Wimberly
Mark Stuhldreher, City Treasurer opened with a Power Point presentation (to be made part of). Explanation of Wayne County charge backs, state shared revenue, expenses vs. revenues, liabilities, fund balance, peak expenditures, taxable value, increased healthcare costs, union contracts, budget to actual, payouts not budgeted, attorney services, lawsuit expenses, audit information, trigger points, managing real expenses, and cash flow estimate.
Recommendations: explore additional cash flow options from state money, borrow money, $3 million budget amendment, $1 million reduction in operations, reduction in work force, stop spending, increase water rates, shut off and collections policy, five year projection plan, charge accounts only for employees working in that department.
Extensive discussion continued.
Mayor and Council requested:

  1. Monthly financial reports.
  2. Provide amount in pension fund.
  3. Treasurer to meet with personnel to get solid resolutions.
  4. Ask city attorney to investigate fiduciary responsibility of Administration to report accurate information.
  5. Is tax collection amount accurate?
  6. City attorney participate in process, attend meetings with the court, police and unions then report progress.
  7. Is meter financing going to affect general/water fund.
  8. Clear definition of cash on hand vs. assets.
  9. How does a city in deficit continue to operate?
  10. Asked Administration to work with police revenue projections.

There being no further business to come before Council, on motion duly made by Councilman Canty, seconded by Councilman Crump and carried, the Special Council Meeting of September 10, 2011 was adjourned at 1:50 p.m.
