Regular Council Meeting
September 6, 2011

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Tuesday, September 6, 2011.
Prior to the regular council meeting a motion to go into closed session was made by Canty, seconded by Williams at 6:45 p.m. to discuss pending litigation
Roll Call: Canty, Crump, Hendricks, Owens, Williams, Mayor Hampton (Wimberly arrived at 6:47pm)
Motion carried unanimously.
Moved by Crump, Seconded by Williams to return to open session at 7:11 p.m.
Call Meeting to Order
Mayor Hampton called the meeting to order at 7:33 p.m.

All in attendance pledged allegiance to the flag of the United States of America.

Authorization for Administration to renew the Retainer Agreement between the City of Inkster and Governmental Consultant Services, Inc. (GCSI) as Lobbyist for the City of Inkster. This is a one-year (12 months) agreement at a rate of $3,000 per month and continuing on a month-to month basis until written notice of termination is served with 30 days prior notice.

Joint Resolution of the cities of Dearborn Heights, Garden City, Inkster, Wayne and Westland to approve a contract and to pay the costs of a consultant to prepare an analysis and implementation plan for the consolidation of the District Courts in these cities.

Council Concerns
Crump: Requested Administration to meet with Police and Fire to prevent layoffs.
Owens: Expressed concern jeopardizing city safety with layoff issues and no dialogue with affected departments.
Wimberly: Suggested having a special meeting to allow the Administration to furnish Council with pertinent financial information

Direct City Manager to postpone lay off of city employees until all information and strategies have been discussed to the satisfaction of the Council.

Hendricks: Discussed potential layoffs and charge backs. Requested explanation of numbers. Announced Chamber of Commerce meeting.
Owens: Requested all unions be notified of special meeting, information on city manager’s vehicle stipend and new trash bins.
Mayor: Called for special meeting on Saturday, September 10 at 10 am. Mentioned Labor Day walk, attendance to President Obama’s Detroit visit and Inkster police motorcade participation of presidential escort team.
Williams: Mentioned attendance to President Obama’s Detroit visit. Requested information on banks responsibility to maintain taxes and grounds of foreclosed homes and related ordinance information.
City Clerk
Announced last day to register for November 8 election is October 11, 2011.

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Crump and carried, the Regular Council Meeting of September 6, 2011 was adjourned at 11:41 PM.
