Special Council Meeting
August 22, 2011

The Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, August 22, 2011.
Call Meeting to Order
Mayor Hampton called the meeting to order at 5:12 p.m.
Roll Call
Honorable Council Present: Michael Canty, Henry L. Crump, Jr., Marcus Hendricks, Timothy Williams (arrived at 5:16 pm), Mayor Hilliard L. Hampton II
Not Present: Courtney Owens, Patrick Wimberly
David J. Szymanski, Wayne County Chief Deputy Treasurer explained a “charge back” occurs when Wayne County is unable to collect all delinquent taxes. i.e. $1 million delinquent, $600,000 collected equates to $400,000 charge back. Declining property value and economy contributes to Wayne County being the 11th largest in the country but first in tax foreclosures. Extreme efforts are made to keep persons in home but the law does not allow the county to waive or reduce taxes and penalties have to be collected to fund on going services. Properties sold at auction have minimum bid of all past due taxes and fees and everyone is paid out; if less than 100%, it is a pro rated share.
Discussion with council regarding procedure to collect taxes, notification of city trends, monthly statements, auction procedures, garnishment, forecasting, charge back line item, tracking mechanisms, delinquent water payment on taxes and collection procedure options, and preparation of charge back.
Dorothy Gardner: Asked percentage of Inkster charge back. Szymanski: Wayne County has 43 communities; Inkster equates to 1% but is discussed quite often.
George Williams: Questioned charge of borrowing.
Sandra Watley: Questioned charge back line item in budget.
Mayor: Need policy to make homeowner responsible for water service.
City Manager advised Council the Administration is working with Plante Moran regarding cash flow (difference in receivables and budget projection) and recommendations.
Carmen Mitchell: Requested ratio of Department Heads to employees. City Manager will provide
Williams: Requested copy of information given.
Mayor: Suggested looking at all options for budget amendment and have discussion at next meeting.
Pam Anderson: Suggested speaking to Department Heads and Court before recommendations are made.
Crump: Concurs with salary reduction.
Williams: Requested timely information. City Manager will provide information in 08/26 report and significant report at 09/06 meeting.
There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Crump and carried, the Special Council Meeting of August 22, 2011 was adjourned at 6:47 p.m.
