City of Inkster, Michigan
Regular Council Meeting
August 1, 2011

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, July 18, 2011.
Prior to the regular council meeting a motion to go into closed session was made by Canty and seconded by Owens at 6:52 p.m. to discuss pending litigation. Roll Call: Canty, Crump, Hendricks, Owens, Williams, Mayor Hampton. Wimberly not present. Council returned to open session at 7:16 p.m.

Call Meeting to Order
Mayor Hampton called the meeting to order at 7:33 p.m.

Pledge of Allegiance
All in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Henry Crump, Marcus Hendricks, Courtney Owens, Timothy Williams, Mayor Hilliard Hampton
Honorable Council Not Present: Patrick Wimberly

Approval of Agenda

Approve agenda as presented with elimination of Item “C” under consent agenda and Item “A” under New Business. Also add authority to negotiate under new business.

Public Participation
Sandra Watley: Commented on city attorney RFP process.
Walter Starghill: Announced ribbon cutting ceremony at Wheatley Park with a softball game between fire and police department, refreshments, music. Mayor will be referee.
Willie Johnson: Commented on election, emergency preparedness, and high water bills.
Karen Lee: Requested relief of one basement flooding, questioned ballot bond proposal and pump stations. Suggested funding for infrastructure and senior center.
Michael Wells: Asked citizens to be patient will Library addresses faulty cooling system, legal fees, restructuring. Working with city. Thanked fire department for quick response to a family ailment.
Dorothy Gardner: Invited public to senior picnic at Wheatley Park.

Obtain City Council approval to sign and submit two (2) copies of the Park Land Lease Agreement to the Wayne County Board of Commissioners for the Inkster Park Greenway Trail. This action is necessary for final execution of the agreement by the Wayne County Board of Commissioners and to ultimately obtain a final executed project agreement with MDNR for Phase 1 project funding.

Request authority to accept bids received from current insurance broker, Arthur Gallagher, for renewal of the Property/Casualty insurance program for $346,975. Renewal of the Property/Casualty 3rd. Party Claims Administrator, Vericlaim for $4,000. Renewal of the Worker’s Compensation program with CompOne/Accident Fund for $38,077.

Mayor Hampton acknowledged and introduced newly appointed city attorney, David Jones.

Council Concerns
Williams: Commented on SEMCOG dashboard workshop and October deadline to be developed. Requested information regarding legal service RFP. Commented on Michigan Avenue Christmas lights and Primary Election.
Hendricks: Commented on Parkwood approaches damaged by DTE, sewer backups and asphalt repair needed on Eastern and Middlebelt Road.
Owens: Requested water cost comparison of surrounding communities and requested DWSD representative at next meeting. Recommended park improvement plan to attract younger families and give families opportunities to do things closer to home.
Crump: Recommended putting breakdown of charges on water bills. Thanked Library Board for volunteer work.
Owens: Commented on Library independence and staff.
Mayor: Mentioned alumni basketball game at Inkster High School, Wheatley Park ribbon cutting, senior picnic and SEMCOG meeting. Reminded SEMCOG executive board Inkster initiated legislation on manufactured housing.
Debra Lawson spoke of the breakdown of safety on New York Street due to illegal activity, loud noise, and dangerous illegal utility hookup to homes and squatters. Was informed by police department to address Council.

Encouraged Inkster residents to vote at the Primary Election

Discussion regarding ballot bond proposal and backup plan if it is not approved. Rates would be placed on water bills.
Mayor and Council called special meeting for August 4, 2011 at 5:00 p.m. regarding financial outlook of city.

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Crump and carried, the Regular Council Meeting of August 1, 2011 was adjourned at 9:08 PM.
