City of Inkster, Michigan
Regular Council Meeting
July 18, 2011

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, July 18, 2011.
Prior to the regular council meeting a motion to go into closed session was made by Crump and seconded by Canty at 7:27 p.m. to discuss pending litigation. Roll Call taken; all members present. Council returned to open session at 7:40 p.m.

Call Meeting to Order
Mayor Hampton called the meeting to order at 7:48 p.m.

Pledge of Allegiance
All in attendance pledged allegiance to the flag of the United States of America.

Public Participation
Willie Johnson: Provided background of past councilpersons, pride in being first black ambulance driver 50 years ago. Commented on vehicles, maintenance, spending of city funds, emergency preparedness, water bills and violation of rights.
Gloria Panel: Requested council consideration allowing her to purchase lot next door to her home.
Cornelius James: Expressed concern of Inkster School low student enrollment. Requested city becoming involved with school functions and consider posting school meetings held every second Tuesday of the month at 6:30 p.m.
Ruby Nicholson: Requested a graduation block party for son, Alvin Johnson (placed under new business).
Dorothy Gardner: Concerns included grass cutting, Christmas lights, and senior center.
Walter Starghill: Announced Wheatley Park ribbon cutting celebration and Mayor umpiring baseball game between police and fire department.
Karen Lee: Complaints included sewer backup, cancelled meeting with City Manager, damage to basement, pump station and senior center.
Ernest Hendricks: Complaints regarding grass cutting, mosquito infestation, and citizen services.
Michael Colsoton: Was shot; person identified and has not been apprehended.
Theola Jones: Congratulated Administration for Summerfest.
Bob Brown: Update on Senior Alliance services.
Milton Spokojny, City Attorney Information on Citizens Bank lawsuit and encouraged refinancing for lower payments.

Presentation (Orientation)
Jeannie Fields, Housing and Economic Development Manager provided census update and challenge process and timeline (June 1, 2011 to 2013).
Mark Lloyd, Economic Development Director provided land property and strategy update to purchase property. Explained the process for demolition and process allowing persons to purchase homes.
Mark Lloyd, Economic Development Director provided update on Wheatley Park and Lower Rouge Greenway Project.

Consider approving the final work plan of the EPA Petroleum Site Assessment and Hazardous Substances Site Assessment Grants, direct staff to prepare a Request for Proposal to hire a consultant for the preparation of a strategic road map and site assessment, to evaluate submitted proposals, and retain the consultant for state services.

Authorize City Administration with city attorney to notify Wayne County Treasurer that the City of Inkster will seek to exercise the city’s “right of refusal to purchase tax foreclosed property in Wayne County” by purchasing the following properties in the City of Inkster: (1) 4360 Bridgeport; (2) 4351 Bridgeport (3) 4307 Bridgeport (4) 4311 Bridgeport (5) 4344 Bridgeport; (6) 4340 Bridgeport (7) 4324 Bridgeport. Council Concerns
Wimberly: Requested status of Treasurer’s office and a representative from Plante Moran. City Manager suggested Deputy Treasurer should attend meetings to avoid excessive cost.
Mayor: Requested a report from auditors and update on discussion with Garden City regarding intergovernmental agreement for services.
Hendricks: Requested more information regarding water charges.
Crump: Requested the shooting victim to be given priority, more information regarading city engineer’s vehicle. Intent of memo, approval, not specified for personal use, need for take home car discussed.
Owens: Commended jazz festival committee and Carolyn Taylor, suggested carnival rides. Suggested elected leaders should meet with schools and consider a youth summit to address crime.
Mayor: Reminded public of health walk. Commended Summerfest committee and Ron Wolkowicz, Parks and Recreation Director on job well done.

Councilman Williams thanked the city attorney for his years of service.

There being no further business to come before Council, on motion duly made by Councilman Canty, seconded by Councilman Wimberly and carried, the Regular Council Meeting of July 18, 2011 was adjourned at 11:35 PM.
