City of Inkster, Michigan
Regular Council Meeting
July 5, 2011
The Regular Meeting of the Council of the City of Inkster, Wayne
County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on
Monday, July 5, 2011 Prior to the regular council meeting a motion to
go into closed session was made by Crump and seconded by Canty at 7:02
p.m. to discuss pending litigation. Roll Call - Councilman: Canty - yes,
Crump yes, Hendricks - yes, Owens yes, Williams yes, Mayor Hampton
- yes. Wimberly arrived at 7:30 p.m. Motion carried. Council returned to
open session at 7:41 p.m.
Call Meeting to Order Mayor Hampton
called the meeting to order at 7:46 p.m. Moment of silence in memory
of former Councilperson Wanda Harris-Foster.
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the flag
of the United States of America.
Roll Call Honorable Council
Present: Michael Canty, Henry Crump, Marcus Hendricks, Courtney Owens,
Timothy Williams, Patrick Wimberly, Mayor Hilliard Hampton
Approval of Agenda 11-07-192R Moved by Hendricks Seconded by Crump
Approve agenda Motion carried unanimously.
Public
Participation Antel Clark Updated public on July 23 fitness walk.
Jean Searcy Commented on illegal fireworks since May 2 on Spruce and
how it was not properly addressed by police and fire. Willie Johnson
Expressed concern with fire hazard of illegal fireworks, water rates,
and orientation meetings being held the same night as council meetings.
Sandra Watley Remarked resident of Hopkins Street and candidate for
District 3. Information obtained regarding integrity contained an error;
requested an apology. Dennard Shaw - Requested information regarding
the selection process for the internal audit attorney.

Seconded by Hendricks TABLE City Attorney Legal Services to next
meeting provide spread sheet with fiscal and calendar year earnings.

Reading New Business 11-07-195R Moved by Williams Seconded by
Canty Approve American Legal invoice in the amount of $3,040.00.
Motion Carried Unanimously 11-07-196R Moved by Crump Seconded by
Wimberly TABLE approval to purchase of a used utility vehicle for
emergency fire/medical response in the amount of $2,700.00 plus trade-in
of old lawn mower from fire department. Motion Carried Unanimously.
11-07-197R Moved by Wimberly Seconded by Owens Inventory of city
owned property requested Motion Carried Unanimously
Council
Concerns Owens Commented on Inkster and Middlebelt Road sidewalk
project, Wellington Park lights, and Marvelettes featured on cover of
British magazine. Canty - Commended staff on extra effort during
power outage. Williams - Discussion with City Manager regarding
Treasurer position and method of recruiting. Plante Moran currently
assisting city with finances. Discussion with Garden City regarding
consolidating services is on-going. Requested feedback on police and
fire joint services and Census information. Curtisene Barge reported the
census count for Inkster is 25,369. Hendricks - Requested information
regarding grant process due October 1, grass cutting of vacant homes and
a representative from DWSD to explain water charges. Crump -
Commented on high grass and potential health issue. Canty - Requested
CSO contract update and bring the city attorney up to date on status.
Owens - Questioned water meters being stored on city property if not
purchased; Carl Brooks explained storage arrangements made to keep cost
down and insurance has been provided naming City of Inkster as loss
entity. Mayor - Encouraged all to attend Summerfest. Spoke of sharing
services with Garden City 11-07-197aR Moved by Wimberly Seconded by
Canty Seek options to share services with other municipalities and
lower costs. Motion carried Nay: Hendricks Continued discussion
regarding financial hardship, attorney general ruling on medical
marijuana, time frame for census challenge. Commended staff efforts
during power outage. Noted conversation with Habitat for Humanity
regarding homes on Dunning Street, cameras in council chambers and
website improvements.
City Clerk Announced there is still time
to apply for an absentee application for the upcoming August Primary
Election City Manager Announced will provide city credit rating
once available. 11-07-198R Moved by Williams Seconded by Owens
Requested the city attorney to accompany city manager to meet with court
personnel on July 15, at 11 am. at no cost to the city. Motion
Carried Unanimously
There being no further business to come
before Council, on motion duly made by Councilman Canty, seconded by
Councilman Crump and carried, the Regular Council Meeting of July 5,
2011 was adjourned at 9:51 PM.
