Special Council Meeting
June 27, 2011

The Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, June 27, 2011.

Call Meeting to Order

Mayor Hampton called the meeting to order at 5:06 p.m.

Roll Call

Honorable Council Present: Michael Canty, Henry L. Crump, Jr., Marcus Hendricks (arrived at 5:19 p.m.), Courtney Owens (arrived at 5:29 p.m.), Timothy Williams, Patrick Wimberly Mayor Hilliard L. Hampton II

Approve the agenda as presented.

Public Participation

Sandra Watley: Sought clarity on attorney RFP process.

New Business:

Fred Hill, Risk Manager provided synopsis of attorney RFP process. Five proposals were submitted (to be part of). Suggested Allen Brothers and Milton Spokojny, City Attorney as best candidates.

Allen Brothers interview commenced at 5:38 pm. Mr. David Jones represented law firm and introduced associates present. Areas covered:

Retainer services covered

$135,000 cap on services for one year

Experience

Record keeping

Billing procedures

Current clients

Milton Spokojny interview commenced at 6:40 p.m. Milton Spokojny represented himself. Areas covered:

Years of service with City of Inkster

Rate of pay

Accomplishments

Range of retainer services

Billing procedures

Overhead costs

District Court responsibility

Mayor and Council scheduled City Clerk and City Manager evaluation for July 12, 2011 at 5:00 p.m. in Council Chambers, 26215 Trowbridge.

Councilman Canty left at 7:02 p.m.

Instructed City Clerk to provide copies of evaluation forms to Council. Will provide a copy to city manager once an instrument is chosen for the evaluation.

Councilman Owens requested information regarding the definition of "full compliment" if a council member leaves the meeting before it is adjourned.

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Crump and carried, the Special Council Meeting of June 27, 2011 was adjourned at 8:31 a.m.
