Regular Council Meeting
June 20, 2011
The Regular Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, June
20, 2011.
Prior to the regular council meeting a motion to go into closed session was
made by Crump and seconded by Canty at 7:30 p.m. to discuss contract
negotiations. Roll Call - Councilman: Canty - yes, Crump – yes, Hendricks - yes,
Owens – yes, Williams – yes, Wimberly - yes, Mayor Hampton - yes. Motion carried
unanimously. Council returned to open session at 7:38 p.m.
Call Meeting to Order
Mayor Hampton called the meeting to order at 7:45 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the flag of
the United States of America.

Public Participation
John Nichols – The Inkster Firefighters donated $300 to Inkster Summer Music
Fest.
Lewis Jones – At the June 6, 2011 Council meeting, the Inkster Solidifiers
requested to host a run but the organization had to cancel the event.
Karen Lee – Expressed concerns with questions that have been left unanswered
for months. Thanked Mr. Brooks for his quick response in getting the water issue
solved at Michigan Avenue and Middlebelt. Stated there is now a problem with a
chuck hole that was possibly caused by the water main break that was there for
so long. Asked: if the City is going to put a sump pump in her home or re-do her
flooring, if ADT and AT&T can reimburse the citizens for basement flooding they
caused or if they received a fine, and if a special snow plow will have to be
purchased for the narrow pathways at Michigan Avenue and Inkster Road.
Questioned the status of H & H. why a senior center can’t be placed across from
Inkster High School, and when the Middlebelt and Andover problem will be
resolved. Requested flowers at Michigan Ave and Middlebelt.
Jessie Shelby – Attended the TIFA meeting and questioned how a contractor
could know something before council and the citizens. Stated it seems as if the
city manager has been talking to other cities about combining courts. At the
TIFA meeting the contractor suggested council talk to 5 different cities.
Questioned how a contractor could know that the YWCA was not going to get a new
building because of their financial situation. Wouldn’t you know if they had
money before you talk about giving them a new building? She was unable to ask
questions at the TIFA meeting; therefore she brought them to council and asked
whether or not the YWCA building belongs to the City.
LaShawn Westbrook – Invited everyone to the Citywide Day of Peace and Healing
on June 22, 2011 at 7:00 p.m. at High Praise Cathedral of Faith, 4010 Moore
Street.
Mike Wells – Announced there will be a budget hearing for the Library Board
on Thursday, June 23, 2011 at 4:00 p.m. in Council Chambers at City Hall. The
hearing has been published in the newspaper, posted at city hall, library, etc.
The public is invited to attend.
Willie Johnson – Stated that police patrol is doing a good job on the street
but they need to do a good job in the neighborhood. Grass is getting high.
Stated that Council hasn’t been responsive to him, never asked him any questions
but instead gangs up on him. He’s been dealing with a water bill issue for over
a year. He received a questionnaire from the City Manager about a month ago.
Dorothy Gardner – Questioned if anyone from the city goes behind our
contracted grass cutters to see what kind of job they do. Asked if there were
any council members involved in the meeting regarding court consolidation that
took place between the City Manager and Representative Heise. Asked about the
possibility of getting space for the senior citizens and Christmas lights.
Presentation
Summer Music Fest Presentation by Ron Wolkowicz and Mayor Hampton
A contest was held for high school students to develop a cover page for the
Inkster Summer Music Fest Program booklet. The winner will receive a monetary
award and their artwork will be displayed on 15,000 program booklets that will
be available at the festival and delivered to every home in Inkster. The winners
were all from Inkster High School – Micah King, Mohamed Ali-Ababi, and Abiola
Akimpa (1st place). The festival will be held July 9 & 10, 2011.

Enter into a service agreement with Giffels Webster Engineers to manage and
coordinate the required archeological survey per Michigan Department of
Transportation (MDOT) Enhancement grant requirements and State Historic
Preservation Office (SHPO) with an MDOT pre-qualified consultant for Phases 1 &
2 of the Inkster Greenway Trail project and appropriate necessary funds.

Consider approving a sole source quote for sewer cleaning equipment for
$12,482.83.

Consider approving the City of Inkster to participate in a co-operative bid
for water repair clamps with the Downriver Community Conference (DCC).

Council Concerns
Canty – Announced that Reiven Holt’s wife passed away last week. The funeral
will be at the Chapel of Chimes on Thursday, June 23, 2011 at 10:30 a.m. Please
keep him in your prayers.
Williams –Thanked DPS for removing a tree on Thomas Circle. Also announced a
request for 29656 Thomas Circle in which the City damaged her sprinkler system
but promised to put it back the way it was. Suggested that council submit ideas
for different areas for the corridor project.
Crump – Thanked Mayor Hampton and Councilman Williams for
supporting/participating in the local day of prayer and fasting. Asked the Fire
Chief about an ad hoc meeting regarding a study of the feasibility of combining
fire departments.
Questioned if the City began advertising for a treasurer and how Garden City
could handle additional responsibilities, regarding the City of Inkster, if
they’re closed 2 days out of the week.
Hendricks – Thanked Ann Capela and DPS for quick response regarding grass
cutting. Questioned if work is currently being completed on the CSO basin on
Middlebelt.
Owens – Questioned if there had been any discussion of a combined police and
fire department/station. Requested that the administration provide council with
information regarding Payment in Lieu of Taxes (PILOTS) (how many, how they’re
disbursed, where they’re located in the city audit). Questioned the status of
discussions with the library board regarding city property including books,
shelves, and the building. Asked about the Freedom of Information Act (FOIA)
process. Mentioned he spoke with Kim Sledge, FOIA Coordinator to find out who
assists her with requests when she’s out of the office and asked how many
requests were received during her recent absence. Asked Ms. Capela the same
questions and questioned why she completed one of the FOIA requests (for Bill
Proctor, Channel 7) when Mickey Durham usually does so in Ms. Sledge’s absence.
Also stated cash was collected and the information was given out after hours,
violating city policy. Stated he asked the City Manager to provide council with
the information once he learned of the request but Ms. Capela said that after
speaking with Milt, she couldn’t give the information to them. After speaking
with Milt, the City Attorney, he stated that wasn’t the case. Mentioned that Ms.
Capela entered into an illegal contract with Norman Wallace and also informed
Bill Proctor that he should check his tax records. Received a call stating Ms.
Capela told the city attorney that he had threatened Capela’s life. Still has
not received information regarding when delinquent taxes are sent to the county.
Stated Council has still not come up with a date for the City Manager’s
evaluation and she has only been evaluated once in 3 years. Requested that the
City Manager provide Mayor and Council with the same information that she
finally provided to him in the event Bill Proctor calls to question them
regarding his expenses.
Hampton - Complimented the City Engineer for the sidewalk on Inkster Road and
stated it will be duplicated on Middlebelt. Stated the County needs to take care
of the curb and citizens should voice this request by calling Commissioner Joan
Gebhardt at (313) 224-0907 and the Wayne County Executive (number to be listed
on the city website). Mentioned grass cutting and complimented the flower
baskets on Michigan and Inkster Road.

City Manager
Announced there will be a renewed bond rating meeting on Friday morning.
There being no further business to come before Council, on motion duly made
by Councilman Wimberly, seconded by Councilman Hendricks and carried, the
Regular Council Meeting of June 20, 2011 was adjourned at 9:01 PM.
