Special Council Meeting
May 31, 2011
The Special Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Tuesday, May
31, 2011.
Call Meeting to Order
Mayor Hampton called the meeting to order at 6:10 p.m.
Roll Call
Honorable Council Present: Michael Canty, Henry L. Crump, Jr., Marcus
Hendricks, Courtney Owens (arrived at 6:23 p.m.), Timothy Williams, Mayor
Hilliard L. Hampton II
Honorable Council Not Present: Patrick Wimberly

Approve the agenda as presented.
Public Participation
Carmen Mitchell: Questioned personnel department miles charged to fuel, are
vehicle assignments reported to IRS as benefits, will citizens be charged new
rates for water used prior to July 1, city manager’s knowledge of contracts,
information withheld or delayed.
Sandra Watley: Asked if Schedule B benefits was going to be removed from
budget.
Dorothy Gardner: Asked if City Manager was in Schedule B. (city manager
responded yes). Can a person be in more than one plan at a time?
William Lawrence: Explained the plan was created to limit legacy cost, has
been adopted by most cities and is recommended by Governor Snyder. The Chiefs
are in two plans because pension plan mandated by charter.
Jessie Shelby: Suggested changing the Charter.
Defined contribution plan vs. defined benefit plan and Schedule D discussed.

Approve the General and Special Appropriations Act for 2011/2012 with the
removal of $100,000 from city manager’s budget and add $34,000 for Nankin
Transit.
Discussion regarding layoffs, city services, summer help, animal control,
water rates, billing cycle, city vehicle assignment and fuel cards.
11-05-166R Moved by Crump Seconded by Canty
Authorize the City Manager with City Attorney to review to negotiate and
enter into to an agreement with Plante Moran to provide the City of Inkster
accounting, budgeting, financial and audit preparation services until the City
is able to retain a Treasurer/Controller. The amount for these services would
not exceed what has been budgeted for the salary of the Treasurer/Controller for
FY 2011/12 unless otherwise authorized by Council. $8,000/month; 2.5 days/week.
Councilman Canty requested parliamentarian to advise when meetings need to be
posted.
There being no further business to come before Council, on motion duly made
by Councilman Canty, seconded by Councilman Williams and carried, the Special
Council Meeting of May 31, 2011 was adjourned at 9:03 a.m.
