The 2011/2012 Budget Public Hearing Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, May 23, 2011.

Call Meeting to Order

Mayor Hampton called the meeting to order at 6:16 p.m.

Roll Call

Honorable Council Present: Michael Canty, Henry L. Crump, Jr., Marcus Hendricks, Courtney Owens, Timothy Williams, Mayor Hilliard L. Hampton II

Honorable Council Not Present: Patrick Wimberly

Open Public Hearing for the 2011/2012 Proposed Fiscal Budget at 6:20 p.m.

Discussion on budget issues: Water meters, water rates, billing cycles, infrastructure, camera equipment, tax anticipation notes (TAN), cash flow, CSO debt, water fund, layoffs, city vehicles, wages, newly created positions, franchise fees, reimbursement line item, Schedule B and D benefit package, matching funds, swimming pool funding, CDBG grant, Administration cuts, fund balance amount, cash on hand, city clerk office staff reduction, city manager contract.

Accept the Option 2 Bid from SLC Meter Services for the Implementation of the automated Metering Infrastructure Program Request for Proposal (RFP) Water Meter Replacements.

Consider accepting ten (10) year Funding Option for Meter Replacement Program through Municipal Funding Solutions, Inc.

Consider a Personal Services Contract to Richard D. Suiter to project manage the Automated Metering Infrastructure Request for Proposal (RFP).

Consider authorizing the DPS to approve a contract amendment for Tucker, Young, Jackson, Tull, Inc., to include all tasks required for AMI Oversight Support, Updating Water Audit, Leak Detection, and GIS Hydraulic Model in the City of Inkster.

Hendricks requested $100,000 for lobbyist be removed from city manager’s budget. Reconsider camera consultant, continue options for swimming pool.

Owens requested information regarding fleet use.

Williams requested advance notice on created positions.

Carmen Mitchell requested corrected budget for public.

Special meeting for the approval of 2011/2012 proposed fiscal year budget scheduled for May 31, 2011 at 6:00 p.m.

Authorization to add the Deputy City Treasurer/Controller, Lynn Ellyn, to the depository card as an authorized signed on behalf of the City of Inkster and to have the former Treasurer/Controller Peter Dobrzeniecki and former City Manager Joyce Parker’s names removed as signers

Motion Carried Unanimously

There being no further business to come before Council, on motion duly made by Councilman Canty, seconded by Councilman Williams and carried, the Special Council Meeting of May 23, 2011 was adjourned on May 24, 2011 at 12:11 a.m.
