Regular Council Meeting
May 16, 2011
The Regular Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, May 16,
2011.
Prior to the regular council meeting a motion to go into closed session was
made by Canty, seconded by Owens at 7:16 p.m. to discuss pending litigation

Motion carried unanimously.
Moved by Williams, Seconded by Crump to return to open session at 7:42 p.m.
Call Meeting to Order
Mayor Hampton opened the regular meeting at 7:53 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the flag of
the United States of America.

Honorable Council Present: Michael Canty, Henry Crump, Marcus Hendricks,
Courtney Owens, Timothy Williams, Patrick Wimberly (arrived at 8:15 p.m.), Mayor

Approval of Agenda

Approve agenda with the addition of 2 police grant applications; remove
public hearing; remove items "B", "C", "D", "E" and "L" that pertain to budget.
Also, remove attorney’s invoice from consent agenda and place under new business
for discussion.
Motion Carried Unanimously.
Public Participation
Octavia Smith: Requested direction for a family gathering scheduled for June
4 at Wheatley Park. Council placed item under new business.
Karen Lee: Concerned with constant flooding of her basement, infrastructure,
employees taking city vehicles home, status of senior center, and cement dust on
Michigan Avenue. Requested reimbursement of property loss.
Aaron Sims: Presented award to Police Chief Gregory B. Gaskin for his
contribution toward chartering a bus to take 35 youths to Lansing legislature.
LaShawn Westbrook: Presented Councilmen Owens, Williams, Police Chief Gregory
B. Gaskin, Dennard Shaw for assistance with Easter egg hunt. Announced upcoming
event on Father’s Day for Mayor Hampton.
Dennard Shaw: Suggested Council move forward with the RFP for city attorney.
Questioned the city attorney’s ability to participate in city health care plan.
Mal Barbison: Concerned with layoffs.
Michael Wells: Questioned how the library fund is collected and deposited.
Requested a meeting with the city manager, members of council and the city
treasurer.
Curtisene Barge: Concerned with items on agenda that deal with budget, water
meters, employee vehicle cost and fuel used. Questioned Administration’s
concessions in respect of on-gong employee layoff, concern for citizens.
Willie Johnson: Concerned with city finances, vehicle maintenance, education,
young men’s dress habits (baggy pants). Requested Council to start a campaign
against this clothing style.
Comm. Gephardt: Presented a plaque Ron Thomas for his forty-five years of
service as Inkster’s Animal Rescue Officer.
Dawn Wall: and Michigan Association of Animal Control Officers presented Ron
Thomas with a plaque for his service and care for the animals.
Presentation
Mayor Hilliard L. Hampton II presented Ron Thomas with a Proclamation for his
forty-five years of service to the City of Inkster.

Consider payment of 2010/2011 membership dues to the Conference of Western
Wayne in the amount of $5,860.00.
Consider approving payment of the 2010/2011 Michigan Municipal League dues in
the amount of $4,338.50 to cover the period from March 1, 2011 to August 31,
2011 (first and second quarter dues).

2012, 2013, and 2014 cutting seasons.

Council Concerns
Williams Investigate trees in yard on Thomas Circle. Announced Spring Clean
on Saturday.
Owens: Commended City Engineer on Inkster Road and Middlebelt Road sidewalk
program. Asked for clarification on reasoning behind general fund paying TIFA
bonds. Requested the status of grass cutting. Handed copies of General Property
Tax Act 206 of 1893 to council. City attorney will review statute. Recommended
abolishing Schedule B benefit package. Place on next agenda. Human Resource
Director explained benefit package and how it was enacted.

TABLE Consider eliminating the Schedule B benefit package.
Owens: Disapproved of employees taking city vehicles home with cost of
maintenance and fuel, monies taken from council training. Requested information
on Administration cuts and cash accounts. Treasurer stated he will provide
information to council.
Hendricks: Requested Library Board and City Manager discuss the financial
dispute.
Crump: Asked if Library Board can sue the city; city attorney will research.
Mayor: Beseeched all who have grant writing skills to assist the city.
Commented on the police department memorial service. Suggested a RFP be prepared
for legal services. Stated applications are available for the Mayor Hampton
Youth Foundation; next month is deadline. Those interested should contact city
hall.
Canty: Well wishes to Peter Dobrzeniecki, Treasurer/Controller who has
submitted his resignation as of May 17.
Crump: Suggested recognizing all those who have recently retired from the
city.
Mayor: Commended Peter Dobrzeniecki, Treasurer/Controller on his service to
the city.
Owens: Suggested evaluating the city attorney to set goals. Also, set
evaluation dates for city manager and city clerk. Have a date by next council
meeting.
Canty: Will provide forms.

Reported on IIMC conference.
City Manager
Thanked Peter Dobrzeniecki, Treasurer/Controller. Jeannie Fields is working
on Greenway project grant.
There being no further business to come before Council, on motion duly made
by Councilman Owens, seconded by Councilman Williams and carried, the Regular
Council Meeting of May 16, 2011 was adjourned at 11:25 PM.
