Regular Council Meeting
April 18, 2011
The Regular Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, April
18, 2011.
Prior to the regular council meeting a motion to go into closed session was
made by Canty and seconded by Wimberly at 7:12 p.m. to discuss pending
litigation and contract negotiations.
Roll Call: Canty, Crump, Hendricks, Owens, Williams, Mayor Pro Tem Wimberly
Motion carried unanimously. Council returned to open session at 7:35 p.m.
Call Meeting to Order
Mayor Pro Tem Wimberly opened the regular meeting at 7:41 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the flag of
the United States of America.

city’s image.
Karen Lee: Questioned quality of city services and pump stations.
Monique McKinney: Disturbed with basement flooding and sidewalk damage from
city tree.
Devon Charles: Concerned with health issues that may arise from basement
flooding.
Addie Faulk: Concerned with basement flooding.
Willie Johnson: Commended police chief and city attorney. Expressed dismay
over water bill.

Consider approving the attached ballot language, for the election of August
2, 2011. The Mayor and Council of the City of Inkster has determined that the
City should borrow money and issue general obligation bonds of the City, in one
or more series, for the purpose of providing funds to the pay for all or part of
the cost of the Improvements (Eastern CSO outfalls control project and Partial
diversion of storm water from Ecorse Creek to Rouge River). It is necessary to
submit the issuance of the bonds to the qualified electors of the City for a
vote.

Discussion/Acton: Ann Capela, City Manager - Equip for Life is requesting a
resolution acknowledging that the organization is a recognized non-profit in the
community for the purpose of applying for a Charitable Gaming License.

Leases from Motor City Harley Davidson n the amount of $12,000. Monies taken
from the Justice Assistance Grant funds from line item 101-323-977-100.

Council Concerns
Owens: Concerned with pension packets for schedule B employees.
Fred Hill, Risk Manager explained Schedule B employees are eligible for
retirement benefits after 2 years limited to 5% of salary. Councilman Hendricks
explained change made to attract Department Heads and retain them. William
Lawrence stated he will respond to council in writing.
Inquired as to forced retirement and asked Administration of rational. City
Manager responded will conduct an exit interview with employee in question.
Questioned vehicle maintenance costs and who can enter into a city contract.
City Attorney responded all amounts over $2,000 have to come before council.
Discussion regarding evicting procedure of city owned property with
occupants.

Instruct Administration and city attorney to proceed with eviction process of
city owned property.

Williams: Mentioned fences at Annapolis Pointe. Questioned procedure to
inform council of events/issues in the city. Police Chief explained. Discussion
on local news station airing information.
Canty: Announced a senior citizen event and Chinese delegates interested in
investing in city.
Crump: Announced Diabetes and Kidney Advocacy day. Read proclamation from
Senator Tupac Hunter.
Hendricks: Commended Administration for hosting Chinese delegate investor
trip. Announced Parkwood school demolition has begun. Will bring language to
support woman’s health issues.
Owens: Stated new station submitted a FOIA request to obtain information on
him.
Wimberly: Announced budget meeting dates.

Announced upcoming school election on May 3, 2011
City Manager
There being no further business to come before Council, on motion duly made
by Councilman Canty, seconded by Councilman Crump and carried, the Regular
Council Meeting of April 18, 2011 was adjourned at 10:28 PM.
