Special Council Meeting
January 28, 2011
The Special Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Friday, January
28, 2011.
Call Meeting to Order
Mayor Hampton called the meeting to order at 6:11.
Roll Call
Honorable Council Present: Michael Canty, Henry Crump, Marcus Hendricks,
Timothy Williams (arrived at 6:21), Mayor Hilliard Hampton
Honorable Council Not Present: Courtney Owens, Patrick Wimberly
Administration Present: Ann K. Capela, City Manager, Peter Dobrzeniecki,
Treasurer, Muzaffar Lakhani, City Engineer
Item #1: Discuss meeting with Judge Sylvia A. James and City Council.
David Jones of Allen Brothers PLLC verbalized instructions from council and
communication he had with Sharon McPhail (attorney retained by the 22nd District
Court). Facilitator was requested and names were provided. Stated he has
received conflicting information. Requested direction from Council.
Mayor and Council stressed the importance of a Facilitator to maintain order.
Items to be discussed should include: Insurance, personnel, benefits,
holidays, policy manual, risk management, gun allowance and qualifications,
audit, bank account and transparency.
Item #2: Justice Center funding
City Manager and Treasurer proposed an "Interfund loan" of $500,000.00
between TIFA the City of Inkster. This loan would be paid by a court imposed fee
deposited into a designated fund. If the imposed fee is $10 it will take 29
years to repay; $15 will take 20 years, $20 will take 10 years, if fee is $25,
will take 8 years to repay at a 4% interest charge. Court has 60% success of
collection funds. Once loan is paid off the fund can be used for maintaining the
Justice Center.
City attorney stated the funds can also be segregated to raise revenue for a
senior center. Cited MCL 141.261 and spoke to Bob Randolph, Supreme Court
analyst confirming this can be done.
Treasurer disagrees and stated the only way to collect adequate funds is to
have voters approve millage.
City Manager requested direction and authorization from Council to negotiate
with the court.
11-01-025 Moved by Hendricks Seconded by Crump
Authorize the Administration and City Attorney to proceed with negotiating
supplemental funds for the Justice Center.
Motion Carried Unanimously.
Item #3: RFP for professional services.
City Manager stated there are several professional services used for city
business. i.e. engineering, audit, grant writer, heating/cooling, cleaning,
grass cutting.
Council requested terms, expiration dates, list of contractors, types of
service.
City Manager will provide council with list at next council meeting.
Dennard Shaw: Do RFPs define years for contract?
Dorothy Gardner: Does the Court have to request RFP for attorney?
There being no further business to come before Council, on motion duly made
by Councilman Hendricks seconded by Councilman Crump and carried, the Special
Council Meeting of January 28, 2011 was adjourned at 8:33 PM.
