Special Council Meeting
January 12, 2011

The Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Wednesday, January 12, 2011.

Call Meeting to Order

Mayor Hampton called the meeting to order at 6:09 p.m.

Roll Call

Honorable Council Present: Henry Crump, Marcus Hendricks, Courtney Owens (arrived at 6:20 p.m.), Timothy Williams, Mayor Hilliard Hampton

Honorable Council Excused: Patrick Wimberly

Honorable Council Absent: Michael Canty

Audit Presentation - FYE 2010

Stated this was their 2nd term as the auditors for the City of Inkster and that the audit was presented a little later than in the past. Next year, the intent is to start in early September and present it in November.

Audit Presentation Sections

Auditor’s Report - Includes opinions from the firm.

Management’s Discussion – Summarized information and key factors of what happened, what to look at in future, and included modified accrual and entity wide financial statements.

General Fund Revenue – Displayed that the results for 2010 are lower than those of 2009 due to an unusual occurrence of state shared revenue in 2009 (earlier receipt of funds). Property taxes also caused a decrease.

General Fund Expenditures – Increased this year. Non departmental were allocated during the year. Revenues have typically exceeded expenditures.

General Fund Balance – Displayed that expenditures were more than revenues. There was a $600,000 transfer of funds to Parks & Recreation; however, the General Fund Balance was still better than in 2006.

Discussion

Included questions from council and answers from the auditors. Key factors discussed: water rates, grants (3 police officers hired), revenue sharing calculation, and general fund balance.

Accept the audit as presented.

Motion carried unanimously.

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Crump and carried, the Special Council Meeting of January 12, 2011 was adjourned at 7:22 PM.
