Regular Council Meeting
January 4, 2011
The Regular Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Tuesday,
January 4, 2011.
Prior to the regular council meeting a motion to go into closed session was
made by Canty and seconded by Crump at 7:25 p.m. to discuss a written opinion
based on attorney client privilege. Roll Call - Councilman: Canty - yes, Crump –
yes, Hendricks - yes, Owens – yes, Williams – yes, Wimberly - excused, Mayor
Hampton - yes. Motion carried unanimously. Council returned to open session at
7:45 p.m.
Call Meeting to Order
Mayor Hampton called the meeting to order at 7:50 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the flag of
the United States of America.

Courtney Owens, Timothy Williams, Mayor Hilliard Hampton

11-01-001 Moved by Canty Seconded by Hendricks
To approve the agenda as presented.
Motion carried unanimously.
Public Participation
Dorothy Gardner – Expressed desire for Christmas lights at Michigan Ave. and
Middlebelt and the senior center.
Willie Johnson – Wished everyone a happy & prosperous New Year. Stated he
previously requested a police and Census report but never received either.
Requested more police patrol, inquired about the cement company in Inkster, and
questioned if the city had an active civil defense board. Stated the City should
be prepared for a disaster.
Paula Davis – Expressed concerns with a $12.51 fee (fixed charge) on water
bill. Questioned how citizens were notified of this change prior to bills being
sent out and who determined this was a normal usage fee since it’s lower in
other cities.

Re-appoint Marcus Hendricks to the Brownfield Commission for a 3 year term.
Motion carried unanimously.

Approval to hold a public hearing January 18, 2011 at 7:30 p.m. in City
Council Chambers located at 26215 Trowbridge for the Wayne County 2011-2012
Community Development Block Grant (CDBG) Application.
Motion carried unanimously.
11-01-006 Moved by Williams Seconded by Owens
Direct staff to proceed with amending the City of Inkster Code of Ordinances
to address language prohibiting gaming activities in the City.
Motion carried unanimously.
11-01-007 Moved by Crump Seconded by Williams
Approval to hold a public hearing on Monday, February 7, 2011 for the
adoption of an amendment to the Brownfield Plan for the Inkster Market Place
Expansion.
Motion carried unanimously.
Council Concerns
Williams: Questioned when the next CERT program will begin, what the program
encompasses, and if it can be expanded toward other incidents such as basement
flooding. Stated that the Summerfest is a project he’s been working on since
1996 but he now has concerns with spending and would like to scale down but
maintain the same level of activity. Requested that the community volunteers.
Questioned if the MML job descriptions are complete and if the upgrade in
descriptions came with wage increases. Announced his tri-annual town hall
meeting to be held on January 27, 2011 at 6:30 p.m. at the Recreation Complex.
Canty: Stated the court event on January 13, 2011 opening the books is not an
audit or a council event but he plans to attend and is looking for closure. He
has asked the Attorney General for opinions as to whether or not the court funds
are subject to FOIA. If it is determined they are not, he recommends that
Council does not pursue this issue anymore. If the funds are subject to FOIA, he
has requested that the Attorney General helps council execute the necessary
steps under the Freedom of Information Act. Stated individuals need to remain
respectful of one another.
Crump: Wished everyone a Happy New Year. Stated he completed his first full
year as a councilman and that Council has accomplished a lot through news
buildings, construction, and projects including Wheatley Park, neighborhood
stabilization, the sidewalk repair program, streetscape projects, and ultimately
bringing over 127 jobs to City of Inkster. He’s honored to serve on Council.
Hendricks: Questioned if anyone received feedback from the court after
Council requested a meeting with the judge. Received many calls over the
holidays regarding the fixed charge on the water bill and not knowing what it
is. Stated there needs to be more communication and explanation from the
city/administration. Asked when the next water review committee meeting will be
held.
Owens: Stated there should be an improved information sharing system and
there should be an insert in the calendar explaining fixed charges, taxes, water
meter issues, etc. Questioned the City’s financial obligations. Expressed
concerns with water issues including the procedure for delinquent bills and
placement on taxes. Questioned who’s responsible for maintaining the streetscape
project because there has been damage to the parking lot at the Early Bird.
Questioned who demolished Andy’s Town Lounge and Allen Lumber. Expressed
concerns with animal control only applying to dogs.
Hampton: Complimented the Police Department due to increased community
policing as there are more block clubs than ever before. Asked that alternatives
for animal control are looked into and suggested that the City Manager and the
Police Chief look into possibly partnering with other cities. Stated the new
development on Michigan Avenue looks great and that it would be a nice place for
senior development to take place. Stated Council should retain a lobbying firm
in Washington, D.C. since they’ve had success with the lobbying firm in Lansing
thus far. Applauded the Fire Department for their assistance during the
furniture store incident in Wayne. Requested that membership dues for National
Conference of Black Mayors be paid. Stated there is a vacancy in the
administrative hearings bureau, he would like to fill the position, and asked
what process Council is going to follow.

Approve payment of 2011 National Conference of Black Mayors Membership Dues
for Mayor Hampton.
Motion carried unanimously.
City Clerk
No report at this time
City Manager
Stated her report was distributed to Council, a box explaining the fixed
charge was placed on the City calendar, and a new billing system can be looked
into. Wished everyone a Happy New Year.
There being no further business to come before Council, on motion duly made
by Councilman Canty, seconded by Councilman Owens and carried, the Regular
Council Meeting of January 4, 2011 was adjourned at 9:07 PM.
