Regular Council Meeting
December 20, 2010 - Corrected Minutes

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, December 20, 2010.

Prior to the regular council meeting a motion to go into closed session was made by Owens and seconded by Hendricks at 7:43 p.m. to discuss contract negotiations. Roll Call - Councilman: Canty - yes, Crump – yes, Hendricks - yes, Owens – yes, Williams – yes, Wimberly - yes, Mayor Hampton - yes. Motion carried unanimously. Council returned to open session at 7:50 p.m.

Call Meeting to Order

Mayor Hampton called the meeting to order at 7:56 p.m.

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Approval of Agenda

10-12-334 Moved by Hendricks Seconded by Canty

To approve the agenda with the addition of 4 items – L. Inkster Group Resolution, M. Re-imbursement for the Mayor, N. December 6, 2010 corrected meeting minutes and December 14, 2010 special meeting minutes, and O. Condemnation Attorney.

Motion carried unanimously.

Public Participation

Ruth Williams: Wished everyone a Merry Christmas and thanked the Police Chief, Fire Chief, and Councilman Wimberly for helping the Inkster Goodfellows reach their goal for the first time in 15 years, as they were able to give food baskets and donate to Toys for Tots.

Denard Shaw – Questioned the policy and procedure for RFPs and competitive bids. Stated there were 6 bids for grant writing at the last meeting but none for energy efficient services and with one proposal we will never know if this was the best deal.

Willie Johnson: Stated he never received a copy of a police report and a U.S. Census Report that he previously requested. Expressed concerns with ice and snow on Inkster Road from Michigan Avenue to the viaduct and suggested that the City work with Wayne County and the 22nd District Court. Stated the City Charter should be left as is.

Jean Searcy: Thanked everyone for coming to the Commission on Aging luncheon today. They served 200 people and had 25 people on the waiting list; therefore, a senior center is needed to accommodate those seniors that couldn’t come.

David Kucharczyk: Discussed problems with electricity on Arlington as a result of 79 houses running on 2 transformers. Called DTE and received no response. Thanked Councilman Canty because after calling him the electricity came back on. The wires are hanging low, ark when it rains/snows, and many appliances have been lost as a result of these outages.

Attorney Sharon McPhail: Expressed concerns with and corrected statements made about her and the judge at the last council meeting. Expressed concerns with Mayor’s rule for placing items on the agenda. Invited the citizens of Inkster to attend a town hall meeting at the court on January 13, 2011 at 6 p.m., in which the court will show all bank records.

Bessie Stringer: Requested an in-house grant writer to help with the senior center.

Geraldine Giles: Questioned why she wasn’t notified of a fixed charge (FC) prior to receiving her water bill.

Request approval from the Wayne County Department of Public Service to close Inkster Road from Michigan Avenue to Avondale on Saturday, July 9, 2011 at 12:00 a.m. to Monday, July 11, 2011 at 2:00 a.m., and delegate the Parks and Recreation Director as authorized to sign Road Closure Permit on behalf of the City of Inkster, to conduct a 2 day festival.

Approve hosting the Annual Summer Music Fest event scheduled in the City of Inkster, July 9 – 10, 2011, to commit the resources, equipment and insurance necessary, authorize the solicitation of funds to defray associated costs, and the permission for expenditure of funds by the Summer Music Fest committee necessary to conduct the event.

Approval to accept all tax foreclosed properties from the Wayne County Treasurer being transferred to the City prior to December 31, 2010.

Extend the existing moratorium on zoning and business license applications for establishment of clubs, assemblies and other social, professional and service oriented organizations for one hundred eighty (180) days to allow staff to conduct research of these establishments, including but not limited to, process, land use, public safety and possible amendments to the City’s Zoning Code and Code of Ordinances.

Direct staff to continue making grant applications for all phases of the Inkster Greenways Project to both the Michigan Department of Natural Resources Trust Fund and the Michigan Department of Transportation.

Direct staff to submit a permit application and plans to MDOT for acceptable Michigan Avenue and John Daly improvements. Accept striping improvements within John Daly city right-of-way contingent upon MDOT approval.

Consider accepting a cost estimate from DTE Energy for the installation of two street lights in Wellington Park at a cost of $2,815.00. Funds from Account #101-443-740.000.

Council Concerns

Williams: Wished everyone Happy Holidays. Announced he will be holding his tri-annual town hall meeting in January. Everyone is invited and the date will be announced at the next January meeting.

Canty: Questioned if the invitation from the 22nd District Court inviting Inkster Residents to review the books purposely failed to mention the administration.

Wimberly: Stated the City needs to implement a better policy of distributing notification of significant changes to the citizens of Inkster. Mentioned that he has not received the Capital Improvement Plan that he previously requested. Thanked Ron Wolkowicz, Ann Capela, Ruth Williams, and Carl Brooks for their work with Toys for Tots which is working out of the Inkster Ice Arena this year and servicing residents of Belleville, Romulus, and Inkster.

Crump: Commended the City Manager and her administration for getting $7.5 million in bonds. Wished everyone Happy Holidays.

Hendricks: Questioned when audit will be presented to council. Wished everyone Happy Holidays. Expressed best regards for this City Clerk who’s ill and missed. Questioned if the offer for the requested meeting with the court is still available.

Owens: Commended the Department of Public Service staff for a job well done regarding recent snow removal. Spoke of a City wide recycling program. Stated the City needs to work on the way they distribute information and suggested a pamphlet explaining how tax revenue, water, etc. are calculated would be helpful so citizens know what they’re paying for. Stated the City needs to better coordinate snow plowing with Wayne County especially for those individuals using motorized wheelchairs, experiencing spin-outs, and those using the street instead of sidewalks.

Hampton: Thanked seniors for great holiday luncheon today. Congratulated George Chatman, a former hearing’s bureau officer, on his recent appointment to the 36th district court. Wished a Merry Christmas to all.

Wished everyone a Merry Christmas and Happy New Year. Thanked TIFA for meeting on short notice regarding the issuance of the bonds for the justice center.

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Canty and carried, the Regular Council Meeting of December 20, 2010 was adjourned at 10:10 PM.
