The Special Meeting of the Council of the City of
Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215
Trowbridge, on Tuesday, December 14, 2010.
Call Meeting to Order
Mayor Pro-Tem Wimberly called the meeting to order at
6:01p.m.

Hendricks, Courtney Owens, Timothy Williams, Wimberly, Mayor Hilliard Hampton

Discussion
Hendricks: Called meeting to get clarification on
several issues regarding Sunday liquor sales. There was confusion in other
entities as well as to if the law would completely ban Sunday liquor sales or if
it would remain as no sales from 7am –noon. Since the resolution was originally
brought to council there has been clarification and he wanted to revisit the
issue and vote to adopt or not adopt by Dec. 16. Questioned if council can send
a revised resolution if they chose to rescind the previous resolution.
Mr. Spokojny: Velida sent the resolution out last
week; therefore, the City of Inkster is on record with the state as banning
liquor sales on Sunday from 7am –noon but yes a revised resolution can be sent.
He stated that the law currently says no liquor sales on Sunday from 7 am to
noon and the city passed a resolution maintaining the status quo. If the city
had done nothing, businesses could have gotten a special license to sell between
those times but once they obtain it, it’s difficult to take away. Spoke with the
director of liquor control who stated if the City banned sales the LCC would
honor it.
Owens: Spoke with business owners and residents of the
City of Inkster and believes they took this action that has an economic impact,
swiftly and didn’t give fair notice to those it would affect. Stated the
previous resolution banning certain Sunday sales of beer and wine should be
corrected because he did not move the motion (Crump made it) and he should be
recorded as a nay vote. Does not believe allowing sales will affect public
safety, increase crime, or infringe upon anyone going to church. Believes that
people are going to drink regardless especially if surrounding areas offer early
sales, only now Inkster businesses will lose revenue and people will be driving
further to go outside of Inkster and get it. Stated the law says a ban means all
day on Sunday; therefore, they could impose regardless of what the resolution
meant to say. Wants resolution to be in line with the law and right now it says
no liquor on Sunday.
Hendricks: Believes the benefits of allowing Sunday
sales outweigh the negative aspects (i.e. will provide more employment & extras
hours of business due to longer hours of operation). Also, some businesses have
already applied for the special license and would be denied because of Council’s
Ordinance. He believes it would be unfair for them to lose that.
Williams: Believes Council made the decision to ban
certain sales without consulting the public and would like to rescind the
previous resolution. Questioned how long this policy was in effect before being
brought to Council’s attention.
Crump: Stated the City is trying to improve their
image and he doesn’t see a benefit in providing citizens with liquor on Sunday
morning; therefore, he’s still in favor of the previous resolution. Questioned
if it was possible for the City to obtain a portion of the state application
fee.
Public Participation
Paul Sittu: Stated he’s the owner of the Cherry Belt
Party Store and they’ve been in business since 1977. Expressed that business was
good for 30 years, declined the last few years, and Sunday sales could help.
Asked for Council’s help to pass resolution.
Wimberly: Questioned the next step/how to go about
rescinding the previous resolution.
Mr. Spokojny: Stated a member of council who voted in
the majority on the previous resolution would have to make a motion to rescind
Resolution No.332. There would have to be 4 votes in agreement of the 5 council
members present.

Motion to rescind Resolution No. 332 – Banning Certain
Sunday Sales of Beer and wine and spirit and mixed spirit drink between the
hours of 7 a.m. and noon as allowed by law.
Motion passed. Yeas - Hendricks, Owens, Williams,
Wimberly Nay - Crump
There being no further business to come before
Council, on motion duly made by Councilman Owens, seconded by Councilman Crump
and carried, the Special Council Meeting of December 14, 2010 was adjourned at
6:32 PM.
