Special Council Meeting
November 10, 2010

The Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Wednesday, November 10, 2010.

Call Meeting to Order

Mayor Hilliard Hampton called the meeting to order at 6:07 p.m.

Roll Call

Honorable Council Present: Henry Crump, Marcus Hendricks, Timothy Williams, Mayor Hilliard Hampton

Honorable Council Absent: Michael Canty, Courtney Owens, Patrick Wimberly

Public Hearing

10-11-LPH1S Moved by Hendricks Seconded by Crump

Open public hearing for Truth in Taxation at 6:07 p.m.

Motion carried.

10-11-LPH2S Moved by Crump Seconded by Williams

Close public hearing for Truth in Taxation at 6:09 p.m.

Motion carried.

Discussion

Mayor Hampton: Read the resolution adopting the library Millage.

Councilman Hendricks: Questioned the tax levy and how far it would go back.

Peter Dobrzeniecki: Stated the Millage will be placed on the winter tax roll in December and will be due in February.

Mayor Hampton: Stated the Tax Increment Finance Authority (TIFA) will capture $30,000; the Downtown Development Authority (DDA) will capture $5,000, and the Brownfield Redevelopment Authority will capture a small portion; only these 3 entities can capture the funds.

Sandra Watley: Asked if there is any recourse as to where the money can be directed. Stated the residents of Inkster were concerned with the ballot language and had specifics in mind when they passed this Millage; therefore they want to ensure that every penny is used on the library and not to profit TIFA.

Councilman Crump: Understands and agrees with Ms. Watley.

Peter Dobrzenicki: Stated the library commission would have to individually ask TIFA, DDA, and Brownfield to give the funds back.

Sandra Markwart: Previously spoke with the legal law specialist and said they can ask TIFA, DDA, and Brownfield to return/redistribute the money back to the library commission.

Carlene Milledge: Questioned the date they can capture the taxes.

Regina Lewis: Questioned if this Millage will affect homeowners’ taxes and what can be done to prevent this from affecting them because people cannot afford it.

Mayor Hampton: Stated the residents of Inkster voted for the millage so it will go into effect; however, voters could probably petition to put it back on the ballot at a later date.

Mike Wells: Stated the millage passed by a 2:1 margin and that information was given at town hall meetings, council meetings, etc. It equates to about $5 a month for the average property owner.

Citizen: Stated taxes are only levied on the poor people who live here.

Councilman Williams: Questioned when the appointment of the commission would occur and asked how many members there will there be.

Mike Wells: Explained there is to be an appointed 6 member board effective for a year, next year the board members will have to run for office. There will now be 2 separate commissions (library & historical commission), with 2 separate sets of minutes since funds from the millage cannot be used for the historical commission; however, people can serve on both commissions.

Mayor Hampton: Stated that appointments can be done at the next council meeting.

Councilman Hendricks: Asked what the time frame for the appointment of commission members is.

Mike Wells: Stated commission members should be appointed at the next city council meeting.

10-11-286S Moved by Williams Seconded by Crump

The 2010-11 Inkster City Library budget, related revenues and expenditures, and all property tax revenues received from the 2 mill levy be placed in a separate fund to be known as the Library Fund.

Motion carried.

There being no further business to come before Council, on motion duly made by Councilman Crump, seconded by Councilman Williams and carried, the Special Council Meeting of November 10, 2010 was adjourned at 6:39 PM.
