The Regular Meeting of the Council of the City of
Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215
Trowbridge, on Monday, November 1, 2010.
Prior to the City Council regular meeting Council
convened in closed session for Pending Litigation Moved by Canty, Seconded by
Crump to go into closed session at 6:44 p.m.
Moved by Canty, Seconded by Crump to return to open
session at 7:05 p.m.
Call Meeting to Order
Mayor Hilliard L. Hampton II called the meeting to
order at 7:31 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged
allegiance to the flag of the United States of America.
Roll Call
Honorable Council Present: Michael Canty, Henry Crump,
Marcus Hendricks, Courtney Owens, Timothy Williams, Patrick Wimberly, Mayor
Hilliard L. Hampton II
Approval of Agenda
10-11-276 Moved by Hendricks Seconded by Crump
Approve the agenda with the addition of acceptance of
a SEMCA grant and two settlements.
Motion carried unanimously.
Public Participation
George Williams: Questioned library millage language;
Treasurer answered question.
Opal Nolan: Stated former Parkwood School is a safety
hazard and requested it be demolished. Planning Director stated the process is
in motion and requires several steps.
Larry Motley: Commented on City Manager, private
clubs, street paving, Inkster’s historical district, senior center, recreation
millage. Acknowledged Councilman Williams attendance at block club.
Janet Johnson: Commended city for the placement of
signs on Brooklane.
Dorothy Gardner: Remarked on trash pickup, senior
center and Christmas lights
Betsy Stringer: Commented on lack of written
responses, senior building, grant writer and gave a suggestion for senior center
location.
Darrell Merrick: Remarked on desire to assist city
with brush site through a grant he applied for.
Sandra Watley: Inquired of crime mapping system cost,
benefit and functional; Harrison Street survey and cost, Annapolis Pt. cost,
senior center funding, status of Stratford Place, city manager’s vehicle, and
Parks and Recreation budget.
Theola Jones: Inquiry into senior center, justice
center, TIFA, developer. Suggested moving senior center to the TIFA district.
Gave reasons to build a senior center.
Dennard Shaw: Proclaimed the importance of the
library. Asked citizens to support library millage.
Michael Wells: Announced Library services. Asked
citizens to support library millage.
Willie Johnson: Expressed the importance of the
Library and mentioned a time when he was not allowed into the library and how he
won a bicycle race riding backwards.
Presentation
Representatives of SER Metro-Detroit introduced
Council and citizens to free Green Job training being provided at the Eastern
WCCC campus through a 16 week program that has an 80% employment rate. Bus
passes are provided. There is not an age requirement. However, the person must
be unemployed, no felony record and high school graduate. For more information

amount of $10,762.25.

Consider giving first reading to amend Section 156.50
(General Violations) of the Inkster Code of Ordinances by adding new Chapter 157
(Vacant and Neglected Property Registration) among those Chapters listed as
blight violations subject to the procedures and penalties of said Ordinance.

Consider giving first reading to amend the Inkster
Code of Ordinances by adding a new Chapter 157 (Vacant and Neglected Property
Registration) requiring the registration of vacant, abandoned and foreclosed
properties in order to help protect the health, safety and welfare of the
citizens of the City of Inkster by preventing blight, protecting property values
and ensuring safe and sanitary maintenance of dwellings, commercial and
industrial buildings and lots.

Consider approval of a Special Conditions Use, Case
#10-17- (SCU) and Site Plan, Case # 10-18B (SP) for the operation of a fruit and
vegetable market to be located in the Town Center District at 2226 Inkster Road.

Designate Comerica Bank as a depository for the
receipt of bond proceeds.

Approve a contract from the Southeast Michigan
Community Alliance (SEMCA) for the receipt of funds in the amount of $20,000.00
for a second year of funding for a substance abuse prevention infrastructure and
capacity building grant and authorize the administration to process and execute
any and all necessary documents.

Council Concerns
Wimberly: Commented on Welcome signs at city
boundaries, will provide Image Committee information. Motel activity discussed.
Suggested establishing an ordinance to deter sale of certain items to improve
image of city.
Williams: Commented on Town Hall Meeting attendance.
Requested a meeting with Mayor and Administration to discuss resident friendly
environment.
Crump: Commented on Town Hall Meeting; thanked
Department Heads for their support. Encouraged everyone to work together and
stated "the image of Inkster begins with me". Reminded residents to vote
tomorrow
Hendricks: Stated Town Hall Meetings are a great
opportunity to get an immediate and encouraged attendance at the November 17
Town Hall Meeting immediate response on questions from the public and encouraged
attendance to the November 17, 2010 Town Hall Meeting
Owens: Commended Town Hall Meeting and encouraged
attendance at November 17 meeting. Format different and opportunity to get
immediate response. Commented on the amount of development that has taken place
and park improvements.
Mayor: Expanded on Wimberly’s motel comment and
suggested stepping up code enforcement

Announced the November 2, 2010 gubernatorial election.

Council, on motion duly made by Councilman Owens, seconded by Councilman Crump
and carried, the Regular Council Meeting of October 18, 2010 at 10:19 p.m.
