Regular Council Meeting
October 18, 2010

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, October 18, 2010

Prior to the City Council regular meeting Council convened in closed session for Pending Litigation and contract negotiations.

Moved by Canty, Seconded by Owens to go into closed session at 7:20 p.m.

Moved by Crump, Seconded by Owens to return to open session at 7:42 p.m.

Call Meeting to Order

Mayor Hilliard L. Hampton II called the meeting to order at 7:46 p.m.

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Approval of Agenda

10-10-266 Moved by Hendricks Seconded by Crump

To approve the agenda as presented with the addition of settlement agreement and update from Mark Lloyd, Planning and Economic Director.

Motion carried unanimously.

Mayor Hampton introduced and welcomed Deputy Police Chief Hilton Napoleon and DPS Director Carl Brooks.

Public Participation

Commissioner Joan Gephardt: Announced grants awarded to the Inkster Raiders and Hilliard L. Hampton scholarship fund

Nellene Moore: Commented on obstructive shrubbery at Annapolis and Northland.

Carlene Milledge: Reminded citizens a library millage appears on the November 2 ballot.

Larry Motley: Commented on city manager, Harrison Street and motorcycle club.

Jean Fuller: Expressed concern of speed limit on streets near schools, non-use of flashing lights, warning when water is shut off in the neighborhood and senior center.

Dennard Shaw: Commented on importance of the library.

George Williams: Questioned water bill and requested explanation for tabulation. Commented on senior center and library millage.

Gabe Henderson: Announced the Goodfellows breakfast and importance of library.

Pastor Willie Cooper: Invited persons to celebrate 25 years of broadcasting.

Rochelle Wells: Announced Goodfellows breakfast. Concerned with a business on Middlebelt Road with loud music.

Deborah Adams: Commented on youth being involved in city activities and letters of recognition for those involved in CERT program and volunteering.

Levonia Jackson: Water bill fixed rate and senior discount concern.

Carmen Mitchell: Invited public to the Inkster Democratic Club meeting.

Dorothy Gardner: Commented on the need for a senior center, library and Christmas lights. Requested information regarding homes being built on Middlebelt Road and water rates.

Presentation

Mark Lloyd – Planning Director- provided an update on the Brownfield Redevelopment Authority grant. Acknowledged Wheatley Park 400,000 update, 75,000 from National Parks Association with TIFA matched dollars, Greenway grant and the recruiting of a grant writer for the City of Inkster.

Ron Boji: spoke on the scope of work being completed on Michigan Avenue. There will be a December 7 ribbon cutting. The Justice Center will not exceed 8.5 million dollars. (Mayor Hampton stated he is not in support of additional funds being taken out of TIFA and asked for reassurance from Peter Dobrzeniecki, Treasurer/Controller that this will not be the case).

Consider awarding contract to Spalding DeDecker Associates, Inc. to provide professional engineering services (design and construction engineering) for the city’s Eastern outfalls phase II CSO control program, per the scope of work described in City’s RFP. Also approve an allowance to televise the existing city’s sewer system as needed. City has been approved for the SRF Loan in the amount of $13.7 million for the purpose of defraying SRF eligible part of the cost the project to make certain modification/improvements to the City’s sanitary and storm sewer system. A portion of Ecorse Creek storm water diversion to the Rouge River project will also be addressed with this project. The itemized cost of the project is $1,100,000.00 + $45,000.00 for television and cleaning the sewers +15% contingency of $165,000.00 for a total cost of $1,310,000.00.

Consider issuing a moratorium on zoning and business license applications and establishment of clubs, assemblies and other social, professional and service oriented organizations for ninety (90) days to allow administration to conduct research of these establishments, including but not limited to, land use, public safety and possible amendments to the City’s Zoning Code and Code of Ordinances.

Council Concerns

Williams: Suggested approaching Task Force to write city grants. Congratulated DPS for work performed when Director was not present. Provided public with phone number (734.748.0302).

Owens: Commented on Cathedral of Faith town hall meeting and the urgency expressed to have the streets/city safe for children and the allowance of certain coverage to hold town hall meetings. Announced upcoming town hall meetings and encouraged persons to attend and gather information, his success in obtaining an interview for the Michigan Political Leadership program, Inkster will host the upcoming MML newly elected official academy in November. Attended police retirement party.

Hendricks: Questioned if Inkster officials will have to pay full price to attend MML training? Odor in the vicinity of Princeton and Bayhan. Could this be potentially hazardous? (Fire Chief assured council and the residents in attendance the odor is not harmful and is monitored). Council meeting is now on AT&T U-Verse.

Crump: Suggested having a town hall meeting with most of council present. Announced Inkster Task Force forum on 10/22, 11 am at Booker T. Dozier Recreation Complex.

Mayor: Announced October 26 Town Hall meeting at Booker T. Dozier Recreation Complex; 6:30 pm. Stressed importance of Library and council’s full support and the dollars that have been dedicated to the senior facility for the past two years. Has personally spoken to several influential people in an attempt to bring funds to the city. Thanked Goodfellows for all the work they have done. Requested the Treasurer explain the billing abbreviations. Thanked Commissioner Gephardt for the contributions to the city.
