Regular Council Meeting
October 4, 2010
The Regular Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, October
4, 2010
Prior to the City Council regular meeting Council convened in closed session
for Pending Litigation and contract negotiations.
Moved by Canty, Seconded by Crump to go into closed session at 6:11 p.m.
Moved by Owens, Seconded by Williams to return to open session at 7:23 p.m.
Call Meeting to Order
Mayor Pro Tem Wimberly called the meeting to order at 7:30 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the flag of
the United States of America.
Roll Call
Honorable Council Present: Michael Canty, Henry Crump, Marcus Hendricks,
Courtney Owens, Timothy Williams, Patrick Wimberly
Honorable Council Excused: Mayor Hilliard L. Hampton II
Approval of Agenda
10-10-257 Moved by Hendricks Seconded by Crump
To approve the agenda as presented with the addition of settlement agreement
and change math to match under New Business Item B.
Motion carried unanimously.
Public Participation
Darrell Myrick: Offered his assistance to work at recycle center.
Lewis Gregory: Requested an update on senior center. City Manager explained
logistics and cost. Councilman Owens suggested the former Department of Health
Services as a possible site.
Sandra Watley: Requested a re-evaluation of current Administration;
information on city manager’s background and ethics, additional notice for
upcoming meetings, more public speaking time during meetings, city manager’s
resignation.
Dorothy Gardner: Commented on motel signs promoting short stays; why is city
paying attorneys to handle library and court issues when there is a city
attorney; proposed Section 8 housing on Middlebelt Road; senior center delay
since 2006 and Christmas lights on west side of Michigan Avenue.
Carlene Milledge: Requested support for Library millage and offered an open
invitation to an upcoming library commission meeting.
Toni Bailey: Expressed frustration with delay of senior center.
Dennard Shaw: Echoed senior center frustration. Stated did not receive a
written response from Administration regarding past questions. Commented on new
water meters, e-billing, charter amendments, and overgrown trees/shrubs. (Mayor
Pro-Tem Wimberly stated city manager will be held accountable for responses and
should come from her desk. Requested a disciplinary next step)
Sylvia Stepney: Commented on frustration of senior center delay.
Deborah Adams: Commended City Manager for allowing children from Florence
Street Block Club to experience city hall. Announced youth is participating in
CERT program
Anthony White: Requested crime statistics; commented on fallen trees, illegal
activities, dangerous dogs and why persons will move out of Inkster.
Sandra Watley Chief Gaskin provides crime statistics every Saturday to
Watsonian Block Club.
Lawrence Wells: Discussed his concern and need for a senior center.
Rosanne Wallace: Commented on the need for a senior center and the importance
of the senior vote.
Larry Motley: Commented on leadership, businesses, motorcycle clubs, and
neighborhood improvement.
Jean Fuller: Commented on water main break, alerting citizens, police patrol
and need for senior center.
George Williams: Commented on youth programs, grants, generating tax dollars,
unity and moving the city forward.
Rosie Morton: Stated a resident for 75 years and the need for a senior
center.
David and Rose Hargrove: Have not gotten a response from paperwork submitted
to Fred Hill for flooed basement. Mayor Pro Tem instructed city manager to
direct Fred Hill to make phone contact with Hargroves.
Willie Johnson: commented on police patrol, illegal activities, taxes, lack
of response from city hall, and phone system frustration.
Presentation
Bob Brandon, Republic Waste Assistant Manager and Jerome Bivins were present
to answer questions regarding bulk pickup procedure, compost pickup, time
expectancy of pickup once noted, responsibility of $125 pick up fee, method of
fee collection, responsibility for calling in bulk trash (can a neighbor call),
procedure for court evictions, where trash container/large roller container
should be placed, what/who determines more than one container per household.
Information not received will be distributed to Council through the City
Manager.

for fiscal year 2010 in the amount of $2,409.00.

Allow submittal of an EPA Brownfield Site Assessment Grant application on
behalf of the City of Inkster to receive $200,000 for site assessments of
hazardous materials and petroleum substances.

Approve application to purchase city-owned land. The applicant is Fannie
Johnson and the land is situated on the south side of Carlysle between Bayhan
and Meadowdale. The tax identification number is 44-023-01-0253-306. The offer
amount is Two Thousand Two Hundred Dollars ($2,200.00). The assessor’s value
calculation is Two Thousand Five Hundred Dollars ($2,500.00). The proposed use
is to adjoin the applicant’s lot on the East and create a garden. Upon approval,
the applicant must sign a purchase agreement and remit the remaining payment
within thirty days of the approval date.

Accept the quote from D.C. Byers Co., Inc. to repair the window leak near the
east elevation in the Council Chamber.

Council Concerns
Hendricks Announced a block club meeting.
Williams: Announced council meeting will air on AT&T U-Verse in the near
future.
Canty: Commented on Auxiliary Police picnic and Deborah Adams assisting with
youth outing.
Crump: Announced a second grant for the National Kidney Foundation which has
chosen Inkster to spearhead healthier living.
Owens: Discussed ADA protection, set out procedure. Requested Republic Waste
to appear at next scheduled council meeting. Requested an update on Lincoln
School. Commented on vacant properties and enforcing emergency board up.
Mayor: Commented on broken windows, aesthetic board up of vacant buildings on
Michigan Avenue, empty structures on West River Park Drive, future plan for
redevelopment. Suggested dialogue with all parties involved with set out
procedure to have everyone on the same page. Suggested city manager review
departmental reports before submitting to council. Commended Robin Morris on the
literacy program held on Saturday at the Booker T. Dozier Recreation Complex.
City Clerk
Announced the November 2, 2010 Gubernatorial election.
City Manager
Answered inquiries from council regarding IT position and electronic water
meters.
Dwight Hines requested to go into closed session.
Moved by Hendricks Seconded by Crump to go into closed session regarding
personnel at 10:22pm
Council instructed the Administration to meet with Mr. Hines, Fire Chief Mark
Hubanks, and William Lawrence - Human Resource Director to discuss personnel
matters. Administration will provide information at a special meeting requested
by Mayor and Council on October 7, 2010 at 6:00 p.m.
There being no further business to come before Council, on motion duly made
by Councilman Canty, seconded by Councilman Crump and carried, the Regular
Council Meeting of October 4, 2010 at 11:17 p.m.
