Monday, September 20, 2010

7:30 p.m.

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, September 20, 2010

Prior to the City Council regular meeting Council convened in closed session for Pending Litigation and attorney opinion.

Moved by Hendricks, Seconded by Owens to go into closed session at 7:12 p.m.

Moved by Canty, Seconded by Wimberly to return to open session at 7:54 p.m.

Call Meeting to Order

Mayor Hilliard L. Hampton II called the meeting to order at 7:58 p.m.

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Approval of Agenda

10-09-239 Moved by Hendricks Seconded by Canty

To approve the agenda as presented with the addition of three items as discussed in closed session

Motion carried unanimously.

Public Participation

Hardy Robb: Remarked on grass cutting, suspicious activity at area gas stations, special pick up for evictions, and management of local tavern.

Janet Johnson: Requested no parking signs for Brooklane.

Ruth Williams: Reminded public to support the Goodfellows with contributions.

DeArtriss Richardson: Requested residents assist securing a 250K grant for Inkster High School.

George Williams: Requested a copy of city charter and authority of city manager to hire employees.

Dennard Shaw: Commented on vacant homes, loose dogs, street lights and project to provide school supplies and back packs to children.

Gabe Henderson: Requested last day to register to vote deadline, thanked ordinance officers for work performed, expressed concern of dust at Cement Company on Michigan Avenue.

Willie Johnson: Commented on timeliness of city responses, need for residents to speak up, emergency preparedness.

Antonia Welyags: Requested settlement for city tree falling on three cars.

Approve issuance of Tax Increment Finance Authority Bonds by the City of Inkster, Tax Increment Finance Authority, pledging limited tax full faith and credit to payment of such bonds and authorizing certain filings with the Michigan Department of Treasury.

Proposed Trinity Estate Development – Request for tax abatement.

People’s Community Hope for Homes/Trinity Estates – Request to set aside of the default proceeding on the project commonly know as Trinity Estates.

Items were removed prior to council meeting per city attorney recommendation.

Conditional assignment of development agreement to Inkster Group subject to Inkster Group or designee receiving tax credits from MSHDA to do development of 24 single family homes on the site either in October 2010 or May 2011 round of, tax credit awards to fund the project.

Further, that Inkster Group or its designee pays all costs and expenses resulting from the approval of all resolutions approved herein.

Council Concerns

Hendricks Announced a block club meeting.

Williams: Announced council meeting will air on AT&T U-Verse in the near future.

Canty: Commented on Auxiliary Police picnic and Deborah Adams assisting with youth outing.

Crump: Announced a second grant for the National Kidney Foundation which has chosen Inkster to spearhead healthier living.

Owens: Discussed ADA protection, set out procedure. Requested Republic Waste to appear at next scheduled council meeting. Requested an update on Lincoln School. Commented on vacant properties and enforcing emergency board up.

Mayor: Commented on broken windows, aesthetic board up of vacant buildings on Michigan Avenue, empty structures on West River Park Drive, future plan for redevelopment. Suggested dialogue with all parties involved with set out procedure to have everyone on the same page. Suggested city manager review departmental reports before submitting to council. Commended Robin Morris on the literacy program held on Saturday at the Booker T. Dozier Recreation Complex.

City Clerk

Announced the November 2, 2010 Gubernatorial election.

City Manager

Answered inquiries from council regarding IT position and electronic water meters.

There being no further business to come before Council, on motion duly made by Councilman Williams, seconded by Councilman Crump and carried, the Regular Council Meeting of September 20, 2010 at 10:47 p.m.
