Monday, August 16, 2010
7:30 p.m.
The Regular Meeting of the Council of the City of
Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215
Trowbridge, on Monday, August 2, 2010
Prior to the City Council regular meeting Council
convened in closed session for Personnel.
Moved by Crump, Seconded by Wimberly to go into closed
session at 7:12 p.m.
Moved by Crump, Seconded by Wimberly to recess at 7:28
p.m.
Call Meeting to Order
Mayor Hilliard L. Hampton II called the meeting to
order at 7:32 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged
allegiance to the flag of the United States of America.
Roll Call
Honorable Council Present: Michael Canty, Henry Crump,
Courtney Owens, Timothy Williams, Marcus Hendricks, Patrick Wimberly, Mayor
Hilliard L. Hampton II
Approval of Agenda
10-08-215 Moved by Crump Seconded by Hendricks
To approve the agenda as presented.
Motion carried unanimously.
Public Participation
Michael Wells: Questions regarding library millage
proposal and future of library operations if millage does not pass.
Gregory McCaffery: Addressed dismissal by city
manager. Handed packages to Council containing summary of actions, road sidewalk
project and correspondence. Requested a decision from Council.
Lisa Carter: 26436 Stanford abandoned, overgrown
backyard, raccoons in chimney. Needs to be addressed.
Noel Carter: Requested action for Dartmouth home with
illegal activity.
Dorothy Gardner: Congratulated Police Department for
National Night Out celebration. Requested information on lobbyist activity.
Requested new Pavilion for Wheatley Park and Christmas decorations for
Middlebelt Road and Michigan Avenue.
Robin Morris: Announced Literacy Day Event on
September 18 at Booker T. Dozier Recreation Complex beginning at noon. A 14
community effort with outstanding sponsorship.
DeMarco Benford: Asked for support of Inkster Raiders
Youth Football and Cheerleader program.
Dennard Shaw: Announced Stop the Violence march on
August 21 from 11am to 3pm.
Deborah Adams: Requested block party. Thanked Mr. Shaw
for fight against crime and encouraged more block clubs.
Ms. Bush: Stated son has been targeted by bullies.
Encouraged parents to train children at home.
Willie Johnson: Criticized the cement dust on Michigan
Avenue. Suggested Charter change. Acknowledged block clubs attempt to fight
crime. Encouraged ministers and parents to become more involved with our youth.
Presentation
Bishop Walter Starghill: Beautification Day award
recognition in the TIFA district. Mayor Hampton congratulated all those who
participated.

Approve a Brownfield Plan for the Inkster Market Place
(to be made part of).

Approve payment to Canton Concrete in the amount of
$7,887.00 for the Inkster road sidewalk installation, north of Michigan Avenue.

Approve ballot language for proposed Library Millage
to be placed on the November 2, 2010 Gubernatorial Ballot.

Council Concerns
Mayor: Encouraged businesses to maintain appearance
for the community.
Owens: Recommended changing districts based on census.
Encouraged curb side recycling.
Canty: Suggested having young people role play council
and receive recognition for being strong citizens and academically responsible.
City Clerk
Thanked those who assisted with making the Primary
Election successful.
City Manager
Will respond to Ms. Gardner’s lobbyist inquiry.
Members of council will attend MML and National League
of Cities conference.
Council reconvened in closed session at 8:57 p.m.
Council returned to open session at 9:58 p.m.
Discussion with Honorable Judge Sylvia James, Peter
Dobrzeniecki, William Lawrence, Ann K. Capela, Mayor and Council regarding
payment of vendors, bank accounts with city tax identification number,
relationship between the 22nd District Court and City Administration.
Councilman Owens left at 11:00 p.m.
Mayor Hampton directed Administration to resolve items
discussed by August 17 and provide City Council with results or reasons why
matter of payroll, uniforms and services rendered cannot be resolved.
There being no further business to come before
Council, on motion duly made by Canty,, seconded by Crump and carried, the
Regular Council Meeting of August 16, 2010 was adjourned at 11:48 p.m.
