Regular Council Meeting

Monday, August 2, 2010

7:30 p.m.

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, August 2, 2010

Prior to the City Council regular meeting Council convened in closed session for Pending Litigation and Contract Negotiations.

Moved by Owens, Seconded by Crump to go into closed session at 7:21 p.m.

Moved by Williams, Seconded by Canty to return to open session at 7:48 p.m.

Call Meeting to Order

Mayor Hilliard L. Hampton II called the meeting to order at 7:58 p.m.

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Henry Crump, Courtney Owens, Timothy Williams, Marcus Hendricks, Mayor Hilliard L. Hampton II

Approval of Agenda

10-08-206 Moved by Crump Seconded by Hendricks

To approve the agenda with the addition of one item related to the Budget.

Motion carried unanimously.

Public Participation

Denise Champagne, Director of Senior Services announced the annual senior picnic on August 6 from 11am to 2 pm and Western Wayne County Senior Olympics, August 16-20. Available transportation for seniors by calling 313.561.2650.

Dorothy Gardner: Requested information regarding beneficial lobbyist activity for Inkster. Reminded Council of Christmas light requirement at Michigan Avenue and Middlebelt Road.

Ernest Hendricks: Expressed concern for future of Inkster post office and library. Requested update on bus shelter for Michigan Avenue. Commented on grass clippings in the street.

Toni Bailey: Announced Joyous Christian Outreach school supplies giveaway on August 21 at 2640 Walnut. Parents must accompany children to this event.

Larry Motley: Provided Inkster history, a 1996 master plan and stated the need for local jobs and protection.

Presentation

Police Chief Gregory B. Gaskin announced National Night Out at Colonial Park on Tuesday.

M. Jeannie Fields, Housing and Economic Development Manager provided sidewalk program information, income requirement, $1,000 max available per resident, and bid process for contractor.

Ron Wolkowicz, Parks and Recreation Director, Mayor Hilliard L. Hampton II and Ann K. Capela, City Manager, Kimberly Faison, Deputy Planning Director distributed certificates to silver and bronze Jazz Fest sponsors and volunteers. Mayor Hampton commended those who volunteered and donated funds to move the jazz fest toward being self sustaining.

It is hereby resolved that the employees of the 22nd Judicial District Court shall receive an increase in benefit level and/or pay during the current fiscal year, and/or thereafter which is identical to the benefit level and/or pay of AFSCME employees of the City of Inkster during the current fiscal year and/or thereafter.

Council Concerns

Williams: Requested information on timeframe for U-Verse to broadcast of council meetings and aerators.

Hendricks: Commended DPS and Code Enforcement Directors for handling an abandoned car situation. Announced a Block Club Party.

Owens: Requested procedure for boarding up abandoned homes. Emphasized glass clippings in street block sewer. Declared Inkster Road sidewalk under viaduct is unsafe and suggested potential repair methods. Looking for action not studies by engineering firms.

Crump: Concerned with grass cutting complaints, cutting of back yards, dumping and varmints.

Mayor: Asked Council and Administration to review Census concerns and report. Noted the City of Inkster Charter is 40 years old and in need of amendments; such as decimation of districts. Perhaps discuss at a Town Hall Meeting or Orientation.

City Clerk

Reminded citizens of August 3 Primary election and gave synopsis of what is on the ballot.

City Manager

Requested Council to read summary of Annapolis Pointe and call if there are questions.

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Crump end carried, the Regular Council Meeting of August 3, 2010 at 9:23 p.m.
