The Regular Meeting of the Council of the City of Inkster, Wayne
County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on
Tuesday, July 6, 2010
Call Meeting to Order
Mayor Hilliard L. Hampton II called the meeting to order at 7:44 p.m.
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the
flag of the United States of America.

Honorable Council Present: Michael Canty, Henry Crump, Courtney
Owens, Timothy Williams, Marcus Hendricks, Patrick Wimberly, Mayor

Approval of Agenda
10-07-178 Moved by Hendricks Seconded by Crump
To approve the agenda as amended during the Orientation session.
Motion carried unanimously.
Public Participation
LaShawn Westbrook and Dennard Shaw: Remarked on success of "Stop the
Violence" walk. Announced next scheduled walk; invited all to attend.
Willie Johnson: Commented on police patrol, violence, Housing
occupancy, 2010 Census numbers, concrete company and contractors.
Hardy Robb: Remarked on support of police and friends during father’s
funeral. Recommended solutions for violence in the city.
Katherine Delouce: Inkster Postmaster encouraged all to continue
using the postal system to avoid shortened service.
Don Nicholson: Crusin’ Michigan CEO announced the 3 year growth of
the program, affiliations and the Inkster Summer Music Fest.

Milton Spokojny, City Attorney June invoice in the amount of
$11,778.38
June 2010 Police and Fire Pension in the amount of $141,327.35.
July 2010 Police and Fire Pension in the amount of $141.327.35.

Approve the modification of the Personnel Policy Manual by adding
section on Insurance Coverage. Subject to the approval of the city
attorney.

To enter into an agreement between Isaiah McKinnon Group, LLC, and
the City of Inkster Police Department for Cultural Diversity Training.
The cost of the program is $9,000.00 to be paid for out of the training
fund account no. 305-960, 306-960, and 310-960.

Consider approval of the revision to the Inkster Task Force Bylaws.
After brief discussion this item was TABLED and a request to have
information on the programs that the Task Force has undertaken since it
has been in existence.

Enter into a contract with VanAssche Construction LLC, Farrow Group,
Inc. and Homrich Inc. to provide asbestos and hazardous abatement and
demolition services and federal NSP and CDBG funds.

Council Concerns
Williams: Expressed thanks to those in attendance at the Town Hall
Meeting and invited all to attend the Summerfest.
Canty: Expressed appreciation to Dennard Shaw who is working toward
issues to stop violence in the City of Inkster. Gave suggestions on
controlling the violence and illegal activity. Encouraged neighborhood
watches.
Crump: Spoke of the importance of healthy life styles for children
and adults. Commented on the Town Hall meeting and Stop the Violence
march; how the police cannot be everywhere; encouraged citizens to get
involved and give the message "We are not going to tolerate violence in
our City".
Owens: Encouraged citizens to get involved with neighborhood and
report situations. Take ownership of our city; support the good events
instead of dwelling on bad. Suggested programs to mode and shape the
children who are the future leaders. Requested inquiry into lack of work
being performed by DPS when cleaning up brush/trash.
Mayor: Reminded residents and friends of the Summer Music Fest on
July 10-11; with an excellent lineup and firework display. Commended
Councilman Williams’ on Town Hall Meeting and the turnout. Encouraged
citizens to enjoy the city which was designated a senior friendly
community. Be mindful of volunteer opportunities and reminded everyone
the senior community has recently volunteered to work in the Inkster
City Hall lobby.
City Clerk
Reminded citizens there is still time to apply for the absentee
ballot for the August 3 Primary election.
City Manager
Encouraged all to come to the Summer Music Fest.
Mayor Hampton stated it would be helpful if more current events
appeared in the Items of Interest report to keep council abreast of what
is occurring in the city (hot button information).
There being no further business to come before Council, on motion
duly made by Councilman Canty, seconded by Councilman Owens and carried,
the Regular Council Meeting of July 6, 2010 at 8:57 p.m.
