7:30 p.m.
The Regular Meeting of the Council of the City of Inkster, Wayne County,
Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, June
21, 2010.
Prior to the regular council meeting a motion to go into closed session was
made by Canty and seconded by Crump at 7:04 p.m. to discuss pending litigation.
Roll Call - Councilman: Canty - yes, Crump – yes, Hendricks - yes, Owens – yes,
Williams – yes, Wimberly - yes, Mayor Hampton - excused. Motion carried
unanimously. Council returned to open session at 7:39 p.m.
Call Meeting to Order
Mayor Pro-Tem/Councilman Wimberly called the meeting to order at 7:42 p.m..
Pledge of Allegiance
City Council and the public in attendance pledged allegiance to the flag of
the United States of America.

Approval of Agenda
10-06-158 Moved by Canty Seconded by Crump
To approve the agenda with the removal of 1 Presentation item – A
(proclamation to Erskin Burrell, Jr.) and the addition of 1 New Business item K
(pending litigation).
Motion carried unanimously.
Public Participation
Nellene Moore - Expressed concerns with weeds and groundhogs at Annapolis
Pointe.
VaShawn Westbrook - Invited everyone to attend a Stop the Violence March on
Saturday, June 26, 2010 beginning at the Elks open field on the corner of
Inkster Road and Carlysle with a rally following at Wheatley Park.
Ramsey Wared – Expressed concerns with a $3500 water bill he received as a
result of a busted pipe. He was charged for sewage that he didn’t use and would
like to find out what can be done.
Michael Wells – Questioned if council passed a resolution with the necessary
language, establishing the library as a city library since the previous
resolution only notified Wayne County of their separation. Asked if any
information had been sent to state to get funding and stated paperwork should be
filed by June 30, 2010. Requested that the commission be allowed to contact the
city attorney and that he and a couple members of council attend their meetings.
Bernice Renee Bankhead – Expressed frustration with not being able to get a
response from Bill Roberts after he initially came out to her home.
Larry Motley - Requested clarification of ordinance subsection
155.117-Private Non-commercial recreation centers-which states a petition shall
be submitted to council for review. Questioned if council has a copy of the
Highwaymen’s bylaws and noted the planning commission shall determine the off
street parking if they don’t have bylaws. Stated Mr. Eugene Moore (Overtime Bar)
paid taxes for years but didn’t get a certificate of occupancy. Mentioned that
Inkster road was zoned that there couldn’t be any automobile sites.
Denard Shaw - Requested information regarding bulk trash pick up, enquired
about the use of the old city hall and suggested it could be rented for office
space, announced homes with graffiti located at 1310 Magnolia & 1461 Magnolia,
and announced a Stop the Violence March on June 26, 2010 at noon and thanked
everyone that will be attending
Sandra Watley – Requested clarification of ordinance 155.046 - Thoroughfare
mixed use districts-which states they should be located away from sensitive
residential area
Willie Johnson - Thanked Mayor & Council for getting home on his block
demolished, requested more patrol on Durand Ct., stated drug free zone signs are
needed, and there should be more police patrolling on the Fourth of July.
Expressed concerns regarding a $900 water bill which has not yet been addressed
by the water department.
Curtisene Barge – Gave Census Report and is seeking help from community to
ensure everyone is counted. Inkster is at 92% of enumeration but doesn’t know if
this includes vacant homes and refusals. There are 2 weeks remaining in this
phase; the next will be to verify vacancies. Residents who did not receive
Census questionnaires or have questions can reach Curtisene at (313) 563-7717

(313) 749-1350.
Presentation
Presentation of certificates for the participants of the Tax Increment
Finance Authority (TIFA) Day by Bishop Starghill and Clarence Oden. Participants
included the Florence St. Block Club, Princeton St. Block Club, Curtisene Barge
(Census), Top Teens of America Detroit Chapter (under top Ladies of Dist), and
the Top Ladies of Distinction Detroit Chapter.

$3,258.55 plus an additional $162.90 optional legal defense fund contribution
payment for a total of $3,420.90. Funds from account 101.101.958.000
(membership/subscription).

Authorization for Fire Administration to purchase Self Contained Breathing
Apparatus (SCBA) for all Firefighters. Funds will be taken from the 2010/2011
budget year, account 337-933.

Award quotation for the repair and remarcite for the swimming pool at the
Recreation Complex, from Advance Pool Services, Inc. in the amount of
$12,000.00. Funds from Account # 208.751-976.000 (Capital Improvement).

Authorize the Department of Public Service (DPS) to approve a contract for
Spectron Denken Electrical, to include all tasks required for the installation
of the Annapolis Pointe Development, Detention Basin Aeration Systems. Funds
from account #243-691-974-000 (Capital Fund – Brownfield).

Authorize City Manager to sign the Public Right of Way Acknowledgment Form
received from Norfolk Southern (AECOM) Rail Road Office, in response to the
city’s application for the water main and storm water pipes installation under
the Rail Road easement during the Harrison Road Reconstruction Project.

Authorize payment of lawsuit #0776532 in an amount not to exceed $30,000.

Council Concerns
Williams: Expressed concerns with Wayne County not opening the overflow
receptors during the flood and as a result, 30 million gallons overflowed. Asked
questions regarding the paving of the fire department’s. driveway. Enquired
about receiving water bills in segments, the flat rate, and implementation of
new monthly water bills and if there will there be a bidding process when we get
new meters. Announced Town hall meeting at the Inkster Recreation Complex on
Tuesday, June 29, 2010 from 6:30 p.m.-8:30 p.m. Light refreshments will be
provided. Thanked the entity that provided dumpsters after the flood.
Canty: Discussed email he received regarding 26260 Avondale, a home owned by
a bank in California, that needs the back grass cut
Crump: Discussed a Crisis leadership training/seminar he attended in
Columbus, OH in which he became aware of hazards unique to our community and
learned how to find resources. Thanked Ms. Tammy Warren of the Crescent Circle
Block club for a certificate he received.
Hendricks: Asked if action should be taken tonight regarding the resolution
for the library commission and directed the City Manager to work with the City
Attorney and Michael Wells.

Authorize City Manager and City Attorney to formulate language for a
resolution stating that the library plans to become a library of the city.
Motion carried unanimously.
Owens: Announced that the Michigan Municipal League (MML) selected him to
serve on executive Board for local elected officials who participate in the
planning of the curriculum elected officials take. Requested approval to attend
the National Caucus of Local Elected officials Conference to be held August
11-14, 2010. Stated he was displeased with the cost of the flowers/planters on
Michigan Ave. Announced "Daddy’s Giving Back" Picnic on Saturday, June 27, 2010
at the park off of John Daly. There will be arcade games, 2 carnival rides, moon
bouncers, and food. Congratulated the administration especially Ms. Faison for
getting the Wheatley Park Grant. Commented on the Justice Center and that this
is our only chance to get a nicer center. Enquired about correspondence received
from court regarding a line item budget.

Authorize Councilman Owens or any member of council to attend the National
Black Caucus of Local Elected Officials Annual Summer Conference in Memphis,
Tennessee to be held August 11-14, 2010.
Motion carried unanimously.
Wimberly: Supported Councilman Owens’ statement regarding the new Justice
Center and reiterated we will also have a new YWCA. Directed the administration
to post the Census information provided by Curtisene Barge and the answers to
the bulk trash pick up process on the public access cable channel. Announced the
Summer Music Fest which will be held Saturday, July 10 & 11, 2010 on Inkster
Road. There will be entertainment, bouncers, pony rides, vendors,
music-including blues, gospel, and R&B, and fireworks at 10:30 p.m. on Saturday.

City Manager
Thanked citizens and staff for attending the Wheatley Park Ceremony held on
June 18, 2010.
There being no further business to come before Council, on motion duly made
by Councilman Owens, seconded by Councilman Crump and carried, the Regular
Council Meeting of June 21, 2010 was adjourned at 10:23 PM.
