Regular Council Meeting

Monday, May 17, 2010

7:30 p.m.

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, May 17, 2010.

Prior to the regular council meeting a motion to go into closed session was made by Canty and seconded by Owens at 7:21 p.m. to discuss contract negotiation. Roll Call - Councilman: Canty - yes, Crump – yes, Hendricks - yes, Owens – yes, Williams – yes, Wimberly - yes, Mayor Hampton - yes. Motion carried unanimously. Council returned to open session at 7:40 p.m.

Call Meeting to Order

Mayor Hampton called the meeting to order at 7:43 p.m..

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Roll Call

Honorable Council Present: Michael Canty, Henry Crump, Courtney Owens, Timothy Williams, Marcus Hendricks, Patrick Wimberly, Mayor Hilliard Hampton

Approval of Agenda

10-05-119 Moved by Hendricks Seconded by Canty

To approve the agenda with the removal of 2 items – B (hanging basket landscape proposal) and D (amendment to PUD between City of Inkster and the Boji Group for proposed Inkster Market Place).

Motion carried unanimously.

Public Participation

Nellene Moore - Expressed concerns with water and other ongoing problems with Annapolis Pointe and a gas leak discovered at her home by DTE.

Sandra Watley – Expressed concerns with Highwaymen, was told she must FOIA information she believes is public information, and reinstated request for police department to patrol Highwaymen area. Announced the National Kidney Foundation applied for and received grant. Announced luncheon at Starfish Head start from noon-1:30p.m. on,Thursday, May 20, 2010

Velma Overman – Invited everyone to attend the Inkster High School Choir Super Concert with Claplin University on May 18, 2010

Denise Champagne - Announced upcoming events for senior citizens: May 22, 2010-Inkster & Romulus Ministerial Alliance Event at Inkster High School from 12pm-4pm, June 5-Walk for fitness, June 7- Sheriff Napoleon’s Senior Safe Day with lunch from 1pm-3pm, June 8-Wayne County Senior Spelling Bee hosted in Inkster with lunch from 11am-2pm. Larry Motley – Read May 14, 2010 Detroit News article regarding the Highwaymen & Trial, read from the City Charter, questioned how motorcycle club was approved without coming before council, and stated that the city has closed legitimate businesses (Willie Luster rendered 3 minutes to him)

Willie Johnson – Expressed high water bill concerns. Checked home for leaks, found none, and the outside water meter was changed.

Curtisene Barge – Gave monthly Census report, stated that Inkster is on mark with the national average, and expressed concerns with asking citizens "were you here on April 1, 2010?" Announced free Census "Funday" event on Saturday, May 22, 2010 at the corner of Inkster Road and Carlysle from 1:00 p.m.-6: 00 p.m. with refreshments from 2:00 p.m.–4:00 p.m.. There will be karaoke, a clown, balloons, hot dogs, and a DJ playing oldies and blues.

Robin Morris - Announced that the Josie Odom Morris Literacy Project does not support the Flight Club or the resolution that was passed regarding gaming.

George Davis: Expressed concerns with abandoned houses on both sides of their home with garbage piled in front and on the side, high grass, raccoons, rats, missing bricks, and a big hole on the side of one of the houses for over a year.

Michael Wells – Thanked Mayor & Council, the City Manager, and the Treasurer on behalf of the Inkster Library & Historical Commission, announced the City will be operating the library as of July 1, 2010, and informed public that commission is looking at placing a millage on November ballot to help with costs of running library.

Wayne County Commissioner Joan Gebhardt - Discussed participation in Inkster Spring Clean-up and 2nd Annual Rouge River Rescue on Saturday, May 15, 2010. Presented the Mayor with a photo album of pictures from the event.

Presentation

Presentation by Senator Tupac Hunter and State Representative Bob Constan to the participating senior citizens and the Senior Services Department under Inkster Parks & Recreation for the enhanced fitness program. The plaque was originally presented by Senator Hunter and Representative Constan on April 28, 2010 in Lansing, Michigan.

Ratification of Tentative Agreement with Firefighters.

10-05-122 Moved by Wimberly Seconded by Canty

Approve a Special Conditions Use and site plan to allow a used car dealership to be located at 29030 Michigan Avenue subject to the receipt of documentation from the Michigan Department of Natural Resources and Environment regarding the situation of the tanks (Planning Commission Case #10-09 (SCU) & 10-10A (SP), as recommended by the Planning Commission and that the applicant comply with Section 1.55.133 and 155.134 of the Zoning Code, that the applicant reconfigures the display vehicles in order to accommodate any additional customer parking demands (any future reconfiguration must provide appropriate access and circulation of the site and shall have administrative review and approval if deemed necessary by the City Administration), that the applicant remove all materials and debris noted during the site visit, that the applicant comply with all applicable codes pertaining to water, storm, and sanitary sewer installations and connections, that the applicant shall repair or replace rotten wood on the building, and that the applicant comply with all local, county, state, and federal regulations as recommended by the Planning Department.

Council Concerns

Williams: Thanked citizens for their participation in the 2010 Inkster Spring Clean-Up and mentioned crime mapping issue.

Canty: Conveyed the importance of protecting our children and knowing where they are and announced the Chat with the Chief held at Dartmouth Square at 6:00 p.m.

Crump: Commended the fire chief for the $10,000 plus grant they received, congratulated the Senior Citizens and Parks & Recreation for the enhanced fitness award presented by Senator Hunter and Representative Constan, announced he’s received complaints about homes on Woodland, and gave reminder about the luncheon at the Starfish Head Start on May 20, 2010.

Hendricks: Discussed high grass complaints and announced the Inkster Viking Pride Committee Gala to be held at Inkster High School on May 29, 2010 at 6:00 p.m. with food, dancing, live entertainment, a DJ, and a comedian to raise funds for a new football field. For more information please contact DeArtriss Richardson or Councilman Hendricks.

Owens: Requested information regarding the process of identifying lots for grass cutting, questioned the use of tractors for cutting vacant lots, and stated water and sewer rates should only be raised to improve infrastructure (he has received calls regarding basements backing up).

Hampton: Thanked citizens for their participation in the Inkster Spring Clean Up, announced Urskin Burrell, Jr., a 7th grader and resident of the City of Inkster, as the ACSI National Spelling Bee Winner, inquired about the status of the cable budget presented by Councilman Williams, mentioned John Daly & Michigan Avenue Boji Projects and that businesses are encouraged to come to Inkster, and inquired about the driveway for the fire station.

Thanked citizens for participating in the Inkster Spring Clean Up & TIFA Beautification Day on Saturday and thanked Senator Hunter and State Representative Constan for coming to the City of Inkster.

There being no further business to come before Council, on motion duly made by Councilman Wimberly, seconded by Councilman Williams and carried, the Regular Council Meeting of May 17, 2010 was adjourned at 9:41 PM.
