Regular Council Meeting

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, May 3, 2010

 

Call Meeting to Order

Mayor Hilliard L. Hampton II called the meeting to order at 7:40 p.m.

 

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Henry Crump, Marcus Hendricks, Courtney Owens, Timothy Williams, Mayor Hilliard Hampton

Approval of Agenda

10-05-103 Moved by Canty Seconded by Williams

To approve the agenda with the addition of a special conditions use for 29030 Michigan Avenue under New Business.

Motion carried unanimously.

Public Participation

Willie Johnson: Remarked on police patrol, abandoned homes and 2010 Census.

Jeannie Fields: Announced Chamber of Commerce meeting and Spring Clean Rally.

Curtisene Barge: Update on 2010 Census progress and stressed the importance of submitting information and how to identify a Census worker.

Dorothy Gardner: Announced 2010 Walk for Fitness on June 10, 10:00 am at Booker T. Dozier Recreation Complex.

Nellene Moore: Spoke about weeds and signs at Annapolis Pt.

Larry Motley: Concerned with procedure for issuing a temporary certificate of occupancy, remarked on newspaper headlines, need for citizens and council to be involved and high taxes.

Deborah Adams: Announced schedule for Beautification Committee, looking for input from citizens. Update on urban garden.

Diane Williams: Introduced children who received certificates signed by Council.

Sandra Watley: Requested information for 4427 Inkster Road. Concerns regarding temporary certificate of occupancy, private club status requirement, mini police station and motorcycle noise.

Yvonne Greene: Announced Paradise Day Care mother celebration.

John Donald: Requested explanation of weed cutting ordinance and enforcement.

Ernest Hendricks: Requested copy of proposed budget. Expressed concern regarding clinic on John Daly and suggested another location may be in order. Appreciated police escort at nephew’s funeral.

Jonathan Baker: Introduced his plans for 4023 Durand and requested assistance from building department to allow him to repair instead of demolishing.

Open the Public Hearing for the 2010/2011 Fiscal Year Budget at 8:32 p.m.

Ann K. Capela, City Manager opened the meeting then handed it over to Peter Dobrzeniecki, Treasurer/Controller. Stated a copy could be viewed at the City Clerk’s office and on city website. Explained reduction in revenue and increase in pension. Library is not part of the budget as presented.

Willie Johnson (resident) requested total budget amount and percentage for police

Response from Peter Dobrzeniecki, Treasurer/Controller was $18,000,000.00 and approx. 40%.

Sandra Watley requested locations of where budget is available, when it was released and how announced to citizens.

Peter Dobrzeniecki, Treasurer/Controller stated it is in the Charter and is posted.

Reduce the Inkster Library’s summer operating hours from 39 hours/week to 32 hours/week. The new summer hours for the library will be Monday-Thursday from noon – 8pm and closed on Friday, Saturday, and Sunday.

Authorize the Administration to solicit bids for all city insurance programs administered by the Risk Management department which include the property, casualty, worker’s compensation, boiler/machinery and excess programs.

Award contract in an amount not to exceed $93,500 to the lowest bidder FreeTown Construction Co. to remove and replace the driveway in front of the Fire Stations.

Issue a moratorium on zoning applications for Medical Marijuana establishments for ninety days to allow the Administration to conduct research of these establishments including but not limited to land use implications, public safety implications and any necessary amendments to the city’s zoning codes and codes of ordinance.

Authorize the administration to retain Adkison, Need & Allen, PLLC to assist drafting millage language and associated legal services for Leanne Hicks Public Library for placement on the August 2010 ballot.

Approve special conditions use and site plan to 29030 Michigan Avenue as recommended by the Planning Commission.

Council Concerns

Canty: Concerned with condition of video equipment and quality of output, consistency of responding to citizens. Impressed by community coming together; encouraged neighborhood watch groups. Supported building a new court house.

Williams: Inquiry into crime mapping system, checks not being accepted on last week of payments to city, how are citizens notified, how is dumping at Stratford Place being addressed. Legalities of prohibiting groups from entering city and urban garden.

Owens: Congratulated Bishop King for his 50th pastoral anniversary. Appreciated staff creating proclamation to present to him. Expressed sorrow for the loss of Lance McKay whose life was cut short due to an automobile accident. Concerned with senior citizens and encouraged citizens to get involved to ward off crime. The parks and library are worth saving.

Canty: Announced Chat with the Chief meeting at Dartmouth Square.

Mayor: Announced Rouge clean up and Spring Clean on 05/15. Requested a meeting to discuss note of interest from city manager. Stated the Department Heads deserve respect.

City Clerk

Permit the City Clerk to attend the Michigan Association of Municipal Clerks spring conference from June 21 through June 25, 2010.

Roll Call for Council to convene in closed session at 11:00 p.m. to discuss pending litigation and contract negotiations.

Return to open session at 11:45 p.m.

Jeannie Fields explained sidewalk program in the TIFA district.

There being no further business to come before Council, on motion duly made by Councilman Williams, seconded by Councilman Owens and carried, the Regular Council Meeting of May 3, 2010 was adjourned on May 4, 2010 at 12:22 a.m.
