Regular Council Meeting
Monday, March 15, 2010
7:30 p.m.
The Regular Meeting of the Council of the City of
Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215
Trowbridge, on Monday, March 15, 2010.
Prior to the regular council meeting a motion to go
into closed session was made by Canty and seconded by Wimberly at 6:51
p.m. to discuss pending litigation. Roll Call - Councilman: Canty - yes,
Hendricks - yes, Wimberly - yes, Mayor Hampton - yes. Motion carried
unanimously. Council returned to open session at 7:29 p.m.
Councilman Canty, Hendricks, Wimberly, and Mayor Hampton were
present.
Call Meeting to Order
Mayor Hampton called the meeting to order at 7:32
p.m. (Ron Wolkowicz for the City Manager, Ann Capela).
Pledge of Allegiance
City Council and the public in attendance pledged
allegiance to the flag of the United States of America.

10-03-060 Moved by Hendricks Seconded
by Canty
To approve the agenda with the
addition of 1 item – H (Class action lawsuit) and the
deletion of Consent Agenda Items D and E (January &
February budget report) and New Business Item G
(Retaining Allen Brothers’ law firm).
Motion carried unanimously.
Public Participation
Dorothy Gardner – Congratulated Mayor & Council
on wonderful job this year and the state of the city. Expressed
concerns regarding who boards and commissions report to, council
responses not being placed on City’s website, motels, lack of a
coffee shop in Inkster, Michigan Ave. and Middlebelt, parking
lines/handicapped signs at the Recreation center, complaints about
Venus, Ms. Capela’s insurance status, and importance of keeping
districts for council seats.
Savannah Johnson – Thanked City of Inkster for
support when called upon for prayer regarding crime and murder and
expressed the need to come together again. Announced the national
day of prayer held the 1st Thursday in May. Invited
everyone to fellowship with Bishop Isaac King for 50 years of
service on Apr. 25 at 3pm with Pastor Joseph Stevens as the speaker.
There will also be a dinner on Apr. 19 at the Crowne Plaza for $150

Presentation
Presentation by Ron Wolkowicz, Parks and
Recreation Director to Sam Williams from the Inkster Karate Club for
nearly 34 years of instructing and mentoring students. The Inkster
Karate Club will be hosting the Great Lakes Nationals at the
Recreation Complex at the end of March. They are requesting
Council’s presence at the event.
Delta Day at City Hall by Jenita Moore, President
of Delta Sigma Theta Sorority, Inc. Inkster Alumnae Chapter.
Discussed the sorority’s history and advocacy for social issues.
Expressed the importance of the 2010 Census to ensure everyone is
counted - only once and in the right place – since undercounting has
been a persistent problem in the past and determines whether
congressional seats are gained/lost and other factors regarding
education and transportation. Discussed their environmental
responsibility, the American Recovery and Reinvestment Act, and left
council with questions regarding those topics.
Public Hearing

To open the public hearing for grant
applications to be submitted to the Michigan Department
of Natural Resources at 8:04 p.m. Motion carried
unanimously.
Information presented by Kimberly Faison and Jeannie
Fields. The grant applications are to be submitted in April 2010. The
Wheatley Park Redevelopment Project has a duration of approximately 3
years. It will address the baseball fields, drainage issues, and the
construction of new playground equipment (ages 5-12). The City is
applying for $75,000 which has a 50 % match. Letters of support are
being requested and received for the grant applications. The Greenway
Trail Project is a 4-Phase Program to create a 4 ˝ mile trail, next to
the lower Rouge River from Beech Daly to Inkster Road, for bikers and
walkers that connects 2 trails from neighboring cities and connects to
the business district. The City is applying for $435,000 and has a 25%
match in which funds would come from roads and administrations and DPS
labor.
Canty – Questioned the plan due to members shown
but no longer involved.
Hampton – Questioned what would happen if the
project is not complete during the second phase.
Denard Shaw – Questioned if taking the $75,000
from roads is going to hurt the budget process. Asked what this
money would normally be designated for and if we have enough money
to complete other projects such as the railroad.
Kimberly Faison – There was no discussion to
update the actual plan. The Wayne County Grant Money is being used
this year in conjunction with TIFA Funds and the contract only
addresses this year.

Authorize the administration to
accept the landscape construction proposal from Torre &
Brugglio to perform installation of flowers and mulch at
the Inkster City Hall in the amount of $4,999.00 (139
flats of flowers – a combination of Red Salvia/White
Begonias and green leaf flowers at $3,987.00 and 22
yards of mulch at $1,012.00). Funds from account
#401-401-801 (Professional Services). Motion carried
unanimously.

Conservation Application to the Department of Natural

notifying the court, thereby becoming a member of the

Council Concerns
Hendricks: Expressed support for
council members in Washington D.C. and wants to make
sure Inkster is represented when funds are distributed.
Asked City Clerk to find out how soon language will have
to be submitted to get an item placed on the November
ballot (possible Charter amendment).
Canty: Requested that Jeannie Fields
and the City Clerk’s Office create a resolution, to be
presented at the next council meeting, for DeArtriss
Richardson’s service on the Inkster task force: she
resigned. Announced the importance of returning Census
forms that were recently mailed out.
Mayor: Announced InfoTech Project
letters of support for citizens to sign and return,
which he will take to the conference/meeting in
Washington D.C.

Council, on motion duly made by Councilman Canty, seconded by Councilman
Wimberly and carried, the Regular Council Meeting of March 15, 2010 was
adjourned at 8:20 PM.
