Regular Council Meeting

Monday, January 19, 2010

7:30 p.m.

 

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, January 19, 2010.

 

Call Meeting to Order

Councilman Hendricks called the meeting to order at 7:35 p.m.

 

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America. A moment of silence was also conducted on behalf of the death of Dr. Young.

Approval of Agenda

10-01-009 Moved by Williams Seconded by Crump

To approve the agenda as presented. Motion carried unanimously.

 

Public Participation

Willie Johnson – Discussed the decreasing crime rate in city, the importance of 2010 Census, Inkster Road and Middlebelt, and questioned if the City has an emergency plan in place in the event of a crisis.

January 4, 2010 regular meeting minutes.

December 21, 2009 corrected minutes.

Milton Spokojny, City Attorney December invoice in the amount of $9937.00.

Consider authorizing payment to SEMCOG for 2010 membership dues in the amount of $3,171.00. to be paid in quarterly increments of $729.75. Funds are budgeted in 101-100-958-000.

Receive and file revenue and expenditure report for period ending 12/31/09November 2009 budget report.

February 2010 Police and Fire Pension in the amount of $141,327.35.

Motion carried unanimously.

Appointment of Wanda Harris-Foster to the Board of Review for a 1-year term to expire December 31, 2010.

Mayoral appointment of Terrell LeCesne to the Police and Fireman Retirement System Board of Trustees for a 2-year term to expire January 2012.

Motion Carried Unanimously.

Appointment of Deborah Owens to the Civil Service Commission for 3-year term to expire December 2012.

10-01-014 Moved by Owens Seconded by Williams

Authorize the installation of new gas pipe lines from DTE, without it the new generator cannot be installed. To be paid for out of the Equipment Maintenance fund Acct#101-306-933-000.

Motion Carried Unanimously.

10-01-015 Moved by Crump Seconded by Williams Authorize the five year lease with Van Belkum support for the Dictaphone system. The system we currently have has stopped working. To be paid for out of the Equipment Maintenance fund Account # 101-306-933-000.

Motion Carried Unanimously.

10-01-016 Moved by Crump Seconded by Williams

Authorize the Director of Public Service to make application to the Michigan Department of Transportation for the necessary annual permit to work within the State trunk line rights of way on behalf of the City of Inkster. Also consider adopting the attached resolution to be submitted to MDOT as part of requirements to submit the permit application.

Motion Carried Unanimously.

 

Council Concerns

Owens: Congratulated the Inkster Democratic Club for a successful 1st Annual Martin Luther King, Jr Celebration of Peace Program. Also congratulated the Princeton Street Block Club on being honored at the celebration. Sent prayers out to Haiti victims/families and announced food/money drive sponsored by his Masonic Lodge. Donations can be dropped off at Penn Funeral Home, Owens Car Wash, and City Hall. Stated that Council should immerse themselves in their ordinance books since there are policies on the books that are not enforced.

Williams: Discussed attendance at MLK program in Romulus sponsored by the National Christians in Action and the MLK Celebration of Peace sponsored by the Inkster Dems. and looks forward to future programs. Discussed disaster in Haiti and conversation with Rev. Hearn who has a compound there and went to help victims and assess their needs. Anyone who would like to help can contact Pastor Stephens at New Birth or Rev. Hearn. Discussed importance of meeting/speaking with boards and commissions every year. Expressed concerns with the street lights being off from Inkster Road to Beech Daly during maintenance and asked the City Manager to start a dialogue with DTE to find out if we can be notified in the future.

 

Hendricks: Discussed letter being sent to citizens which asks them to purchase insurance in case line breaks. The letter being distributed does not seem to be legitimate therefore he would like administration to look into it. Also attended the MLK Celebration of Peace and believes it would benefit the youth to attend this event in the future.

Canty: He and Mayor Hampton were invited to the Inkster Public School’s Galleria where students wrote about the history of Inkster. Stated that the Mayor is in the process of acknowledging their efforts

City Clerk

10-01-017 Moved by Crump Seconded by Williams

Allow the City Clerk to attend the Michigan Association of Municipal Clerks Institute from March 14 through March 19, 2010 to be held at Central Michigan University in the amount of $1,028.40, including accommodations. Funds from account 101.215.864.000 (conference/workshop).

Motion Carried Unanimously.

City Manager

Reviewed portions of her report. Councilman Wimberly previously requested that council gets an update on the BOJI group activities for the Department of Human Services. Councilman Owens questioned if the strip mall was still being built because the signs are up but there was a 60% occupancy stipulation. The City Manager received an email from Mayor Hampton regarding the crisis in Haiti and information was posted on the City’s website. Discussed the status of the Inkster Senior Wellness Center and that construction drawings are ready to be looked at. The senior citizen wellness program will be nominated for the 2010 City Cultural Awards (the application will be submitted in March).

 

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Crump and carried, the Regular Council Meeting of January 19, 2010 was adjourned at 8:16 PM.
