Regular Council Meeting

Monday, November 2, 2009

7:30 p.m.

 

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, November 2, 2009.

Prior to the regular meeting: Moved by Owens, Seconded by Hendricks to meet in closed session for personnel, sale/lease of property, pending litigation and contract negotiations at 7:23 pm. Recess at 7:55 pm.

 

Call Meeting to Order

Mayor Hampton called the meeting to order at 8:00 p.m. Called for a moment of silence for former Commissioner Danny Williams, Debra Blackwell and Oweda Butler.

Approval of Agenda

09-11-289 Moved by Canty Seconded by Williams

Approve the agenda as presented with addition of three items.

Motion carried unanimously.

 

Public Participation

Jean Searcy: Requested demolition on vacant home falling apart next to her property.

Willie Johnson: Commented on cameras, cable and police.

Carmen Mitchell: Commented on camera training and equipment.

Stephanie Bradshaw: Requested information on library services.

Ernest Hendricks: Commented on Council performance, Michael Greene, and City Charter.

Dennard Shaw: Remarked on Rosewood incident, water rates, developments, and residency opinion of city attorney.

Robin Morris: Announced a 2010 readers challenge pilot program for children.

Stanley Kropiewnicki: Requested response to water issues submitted last month. Commented on lack of communication.

George Williams: Commented on council decisions, attorney general opinion, grant dollars, block clubs, water rates and requested time to speak to council.

Approval a first reading of an amendment for Ordinance No. 804, Sections 94.01 through 94.27 of the Code of Ordinance. Abstain: Greene.

Approval of Second Reading of Storm Water Management Ordinance of the City of Inkster General Provisions Article 215-1 through Article 215-34.

Enter into an agreement with the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) and pay an initial accreditation fee of $8,400.00.

Authorize DPS to have Unit #316 repaired by Comm. Fleet for $5,407.10 (15% contingency included).

Approve and authorize the Administration to execute necessary documents for the demolition contracts of four (4) contractors – Dorsey Williams Const, Van Assche Const., M. Lukas Co., and Iron Horse Excavating.

TABLE: Request to Approve and authorize Administration to execute documents for additional funding for sidewalk construction and repairs on Inkster Road in an amount not to exceed $10,000.

Approve and authorize Administration to execute documents to notify Wayne County of the City of Inkster’s intent to maintain and operate the current CSO basin in accordance to the existing agreement between the City of Inkster and Wayne County.

Approve a Michigan Energy Efficiency Community Block Grant submission.

Approve Settlement not to exceed $15,096.97.

Authorize the administration to give Metro Management a 30 day notice.

Council Concerns

Owens: Mentors needed for Blanchette School program. Commented on leaves in street, street sweeper capability to pick up leaves, dumping of leaves. Mentioned NLC conference attendance.

Hendricks: Requested salt supply information.

Greene: Mentioned Veteran’s Day. Remarked on comments regarding personnel and employment. Encouraged more involvement with block clubs. Commended Rev. Williams for his involvement with young people.

Wimberly: Remarked on business on Michigan Avenue creating dust clouds and why it continues to exist. Directed Administration to contact schools regarding truancy. Announced Inkster High School Football team victories and upcoming game.

Rev. Williams requested support from Council for matter before Michigan Athletic High School Association.

09-11-303 Moved by Canty Seconded by Owens

Support Inkster High School in discrimination litigation.

Motion Carried Unanimously.

Williams: Remarked on raising water hike and concern for citizens.

Canty: Commended police and auxiliary patrol on Halloween night.

Mayor: Commented on budget cuts, revenue sharing, partnership with other communities, and recent homicides which do not define the community.

City Clerk

Announced November 3 election.

City Manager

Announced Mayor’s appointment as 2nd VP for National Conference of Black Mayors.

 

Council reconvened in closed session at 10:05 pm.

Moved by Williams, Seconded by Wimberly to return to open session at 11:27 p.m.

 

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Hendricks, and carried, the Regular Council Meeting of November 2, 2009 was adjourned at 11;35 PM.
