Regular Council Meeting

Tuesday, September 8, 2009

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Tuesday, September 8, 2009.

 

Call Meeting to Order

Mayor Hampton called the meeting to order at 7:45 p.m.

 

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Courtney Owens, Timothy Williams, Patrick Wimberly, Marcus Hendricks, Mayor Hilliard Hampton

Honorable Council Excused: Michael Greene

 

Approval of Agenda

09-09-223 Moved by Owens Seconded by Hendricks

To approve the agenda as presented with the removal of Item F regarding DDA budget.

Unanimously adopted.

 

Public Participation

Nancy Lee: Requested response from city Administration regarding flooded basement.

John Jones: Water bill issue and suggestion for former city hall.

Lincoln Fisher: Spoke on behalf of Waddie Dozier.

Waddie Dozier: City tree roots causing burden.

Joretta Thompson: Requested permission to have "yard sale" on empty lot.

Regina Lewis: Commented on the appearance of Inkster and volunteered to help.

Consider the approval of Special Conditions Use (SCU) in conjunction with the Site Plan (SP) approval; Planning Commission Case # PC09-16 (SCU); Planning Commission Case # PC09-15 (SP); The subject property is located at 314 Inkster Road, on the west side of Inkster Road, south of Cherry Hill.

Award to Johnston Lithograph, Inc. for the printing of 13,000 City of Inkster Calendars for the year 2010 in an amount of $5,980 bases upon quotations received for this project. This request is also to authorize a contingency amount of no more that $1,000 if any necessary related composition or design work may be needed.

Approve administration to proceed with a course of action, which includes but is not limited to the financial audit of Strathmore Financial in accordance to Council’s previous action in enforcing the Guarantee provided to the City in the Annapolis Point Development Agreement.

Proclaimed the day of September 18, 2009 as the Josie Odum Morris Literacy Day in Inkster, MI.

Approve the attendance of council members to the Michigan Municipal League Conference and National League of Cities Conference.

Unanimously adopted.

Council Concerns

Williams: Spoke on sewer blockage caused by trees and special pickup procedure.

Owens: Concerned with tickets issued while crossing railroad tracks, set out procedure and grass cutting.

Mayor: Mentioned Inkster Birthday Party success.

City Clerk

Announced upcoming special election in November and Chamber of Commerce meeting.

City Manager

Discussion on report submitted to Council.

Moved by Owens, Seconded by Williams to enter into executive session to discuss pending litigation in accordance with MCL 15.268 at 9:33 p.m.

Council returned to open session at 10:55 p.m.

09-09-235 Moved by Owens Seconded by Williams

Approve the payment of settlement claim #K in an amount not to exceed 482,000.00

Unanimously adopted.

 

There being no further business to come before Council, on motion duly made by Councilman Owens, seconded by Councilman Williams and carried, the Regular Council Meeting of September 8, 2009 was adjourned at 10:58 PM.
