The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, 26215 Trowbridge, on Monday, August 3, 2009.

 

Call Meeting to Order

Mayor Hampton called the meeting to order at 7:40 p.m.

 

Pledge of Allegiance

City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Michael Greene, Courtney Owens, Timothy Williams, Marcus Hendricks, Mayor Hilliard L. Hampton II

Approval of Agenda

09-08-198 Moved by Hendricks Seconded by Owens

Approve agenda as presented with the addition of one item.

Motion Carried Unanimously.

 

Public Participation

Dennard Shaw: Concerned with safety conditions at Corona, Crescent and West River Streets.

Tamy Warren: Read letter from residents in above stated area.

Maria Alli: Expressed personal safety concerns; lives in above stated neighborhood.

George Williams: Concerned with city wages and expenditures.

State Representative Bob Constan: Commented on state budget. Ask residents to call 888.345.8047 with concerns.

Willie Johnson: Commented on city manager, President, 2010 census and Mayor’s involvement in City.

Dr. Terrel LeCesne: Read an opinion regarding Councilman Greene.

Deborah Owens: Commented on how taxpayer’s dollars are spent.

· Jean Searcy: Announced Commission on Aging annual picnic August 28 at Wheatley Park.

· Dorothy Gardner: Announced Inkster Birthday Party, August 30 at Recreation Complex.

· Larry Motley: Commented on Harrison Street funding, economic development and barricade removal.

· Marilyn Slate: Reported property damage.

· Leslie Hampton: Requested permission to hold a tent meeting.

· Bessie Jones: Concerned with boarded up home and missing street sign.

· Carmen Mitchell: Announced Michigan Black Caucus 5th annual meeting.

· Name not audible: Use of private property for yard sale.

National League of Cities 2009/10 membership dues in the amount of $3,420.90. Motion carried unanimously.

Allow Operation Refuge to hold a block party on August 29, 2009 from 9 am to 5 pm on Henry Street between Carlysle and Andover. Motion carried unanimously.

09-08-201 Moved by Williams Seconded by Owens

Authorize an agreement in the amount of $8,800.00 (plus time and materials if needed) with Giffles-Webster Engineers, Inc. to provide surveying and related services for the Wheatley Park improvement project. Funds Budgeted funds from account # 101.721.801; 208.751.801; 247.728.974.032; 592.564.801. Motion carried unanimously.

Negotiate an agreement with AT&T to upgrade the communication equipment at all city facilities at a cost of $12,744.39 for 60 months than $9,667.00 beginning month 61. Budgeted funds from account # 601.000.140.000. Motion carried unanimously.

09-08-203 Moved by Owens Seconded by Hendricks

Mayor and Council’s endorsement is hereby given for a celebration marking National Night Out with a celebration and "Going Away Party" for crime, drugs and violence in our community, to be held August 4, 2009 at Westwood Park in the City of Inkster from 5:00 pm until 9:00 pm hosted by the Inkster Police Department, the Inkster Auxiliary Police and the Inkster Police Crime Prevention Unit. Motion carried unanimously.

09-08-203 Moved by Owens Seconded by Canty

Approve the lease of 11 vehicles from Les Stanford Chevrolet for use by the Inkster Police Detective Bureau in the amount of $66,729.00 per year. Budgeted funds from forfeiture fund. Motion carried unanimously.

Council Concerns

Williams: Concerns regarding vandalism, recreation park system and applying his wage increase to Recreation Parks.

Canty: Referenced Senior Services spanish class initiated by Director Denise Champagne.

Hendricks: Directed Administration to clean stop sign graffiti.

Owens: Spoke on barricades, suggested contacting lobbyist for assistance to abolish the driver responsibility fee.

Greene: Driver responsibility fee comments.

Mayor: Communication system information, "set out" concerns (City Attorney cited ordinance). Announced interest to attend Michigan Association of Mayors conference.

Greene: Volunteers needed for future youth trips – call 313.575.3552.

City Manager

Update on positive news and laptops for Council.

Moved by Hendricks, Seconded by Owens to enter into closed session at 10:15 pm for pending litigation. Process blocked by City Attorney; cannot enter into closed session because city is not a named party.

Council discussed legal obligation to named Councilman in law suit. City attorney and risk manager were present. Councilman Greene requested advance notification of future discussions regarding lawsuit.

09-08-204 Moved by Owens Seconded by Williams

Approve the training of Mayor Hilliard L. Hampton II at the Michigan Association of Mayor’s Conference from August 5 to August 7, 2009 in Grand Haven, MI. Motion carried unanimously.

Williams: Announced special meeting August 11, 2009 for Council to meet with Inkster Housing at 6:30 pm in Council Chambers.

Greene: Requested status of city manager’s evaluation.

Consensus to hold city manager’s evaluation in lieu of orientation at a Special Meeting on Monday, August 17, 2009 at 6:30 pm. City Manager instructed to provide copy of contact and provide city attorney with a copy of the evaluation form.

 

There being no further business to come before Council, on motion duly made by Owens, seconded by Williams and carried, the Regular Council Meeting of August 3, 2009 was adjourned at 10:52 PM.
