The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, June 1, 2009. Prior to the regular council meeting a motion to go into closed session was made at 7:25 pm to discuss labor negotiations. Executive session adjourned at 7:47 pm. Call Meeting to Order Pledge of Allegiance Mayor Hilliard L. Hampton II called the meeting to order at 7:53 p.m. Mayor, Council and the public in attendance pledged allegiance, through the Flag, to the United States of America. Roll Call Honorable Council Present: Michael Canty, Michael Greene, Marcus Hendricks, Courtney Owens, Timothy Williams, Patrick Wimberly, Mayor Hilliard L. Hampton II Approval of Agenda 09-06-131 Moved by Canty Second by Williams To approve the agenda as presented with the addition of one item. Motion Carried Unanimously. Public Participation Commissioner Joan Gephart: Thanked volunteers for Rouge River walk clean up efforts. Larry Motley: Concerns regarding Harrison Street, vendors license and taxes. Pauline Dobson: Desire to initiate a police appreciation day. Concern regarding street basketball nets, barking dogs, and excessive noise. Dennard Shaw: Suggested enhancing street pedestrian walkway markings. Presentation Public Hearing Consent Agenda 09-06-132 Moved by Wimberly Seconded by Williams Approve May 18, 2009 regular council minutes. Approve $136,687.35 for July, 2009 Police and Fire Retirement System Motion Carried Unanimously Boards and Commissions 09-06-133a Moved by Wimberly Seconded by Williams Appoint Connie Yates to the Library and Historical Commission for a two year term concluding June 1, 2011. Motion Carried Unanimously 09-06-133 Moved by Hendricks Seconded by Owens Appoint Denise Champagne to Nankin Transit Authority. Motion Carried Unanimously 09-06-134 Moved by Canty Seconded by Wimberly Appoint Connie Wierzbicki to the Downtown Development Authority for a four year term concluding June 1, 2013 Motion Carried Unanimously Ordinances First Reading Second Reading Previous Business New Business 09-06-135 Moved by Hendricks Seconded by Canty Approve the separation of the Leanna Hicks Inkster Library from the Wayne County Library System. Unanimously adopted. Remarks and questions from Mike Wells, Dennard Shaw, Larry Motley, Ann K. Capela, City Manager; Dorothy Gardner, Mayor and Council. 09-06-136 Moved by Canty Seconded by Williams Allow a block party on Sylvia between New York and Yale on July 3, 2009 between the hours of 11:00 am to 10:00 pm. Unanimously adopted. 09-06-137 Moved by Hendricks Seconded by Williams Authorize the lease/purchase of a Fire Rescue Truck in the amount of $26,777.46/year for 7 years for a total of $160,545.00 plus interest and a one time fee of $425.00. Unanimously adopted. 09-06-138 Moved by Hendricks Seconded by Williams Host Nigerian Delegates on June 25, 2009. 09-06-139 Moved by Wimberly Seconded by Owens Approve an Intergovernmental Agreement with Wayne County Parks to establish a splash park not to exceed $70,000.00 09-06-140 Moved by Williams Seconded by Canty Approve the annual renewal of Michigan Municipal League membership in the amount of $9,624.00 to cover March 1, 2009 to February 28, 2010, payable in quarterly increments of $2,406.00 each. Council Concerns: Williams: Requested information on basketball rim ordinance, grass cutting, lawn service, and Harrison Street Owens: Remarked on tragic accident, identifying street crossings, safety, sharing streets with children. Requested Harrison Street information. Enjoyed the Parade. Greene: Expressed sympathy for tragic accident, announced contribution process for family, gave update for Black Caucus meeting, and gave contact information for grieving family. Hendricks: Predicted possibility of increased sinister activity. Mayor: Spoke on regional meeting on Mackinaw Island. Requested support of Council to host Nigerian delegates June 25, 2009
City Clerk City Manager Gave update on regional meeting. Requested firm date for Council retreat. There being no further business to come before Council, on Moved duly made by Canty, seconded by Williams and carried, the Regular Council Meeting of June 1, 2009 was adjourned at 9:19 PM
