CALL MEETING TO ORDER
The Special Meeting of the Council of the City of
Inkster, Wayne County, Michigan, assembled in City Hall Council
Chambers, 26215 Trowbridge, Inkster, MI at 5:22 p.m.
ROLL CALL
Honorable Council Present: Canty, Greene, Owens
(arrived at 5:45 pm), Hendricks, Williams, Wimberly
Honorable Council Not Present: Mayor Hampton
PRESENT
Ann K. Capela, City Manager
Peter Dobrzeniecki, Treasurer/Controller
AGENDA
Handout with City Manager recommendations reviewed
and discussed.
Handout legend explained: Blue = people; yellow =
items; salmon = loose recommendations.
Discussion items:
Mayor and Council 7% increase placed in budget.
What constitutes the need for an additional
employee being hired.
Responsibilities of Human Resource Personnel.
Ø Council
denied recommendation to hire additional personnel in
Human Resource.
Ø Council
approved recommendation for Police Detective.
Ø Council
approved recommendation for additional funds to Fire
Department.
Current and additional responsibilities of
building inspector.
Ø Council
approved salary recommendation for Structural and Safety
inspector.
Restructuring of Planning and Economic
Department.
Qualifications of proposed Zoning Administrator
and proposed salary.
Perception of three Department Heads in one
department.
Need for DDA and TIFA to move forward and
concentrate on economic development.
Explored option to farm out Planning and Economic
Development employee.
Responsibilities of Planning and Economic
Development personnel.

approved recommendation to hire additional personnel in
Planning Dept.
Responsibilities of Superintendents and secretary
in Department of Public Service.
Training for future employee.
Ø Council
approved recommendation to hire additional personnel for
DPS
Need for added personnel in City Clerk’s office.
Interaction between City Clerk’s office and the
City Manager.
Ø Council
approved additional personnel for City Clerk’s office.
Ø Council
approved reclassification of current Clerk Typist to
Secretary I.
Need for allocating additional funds to the 22nd
District Court.
Number of employees at the 22nd
District Court.
Ø Council
approved additional personnel for 22nd
District Court.
Ø Council
denied additional funds for 22nd District
Court supplies.
Further discussion regarding state shared revenue,
spending requirements for the remainder of the fiscal year, current fund
balance, purchasing practices, cell phones for Council, technical
allowance, combining the efforts of the City Engineer and the Director
of Department of Public Service for continued coverage during an absence
and amending the travel policy.
There being no further business to come before
Council, Moved by Owens, seconded by Hendricks and carried, the Special
Council Meeting of May 12, 2009 was adjourned at 9:12 PM.
