Regular Council Meeting

Monday, April 20, 2009

 

 

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, April 20, 2009.

Prior to the regular council meeting a motion to go into closed session was made at 7:07 pm to discuss labor negotiations. Council returned to open session at 7:58 pm. All members of Council were present.

Call Meeting to Order

Pledge of Allegiance

Mayor Hampton called the meeting to order at 8:05 p.m. City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Michael Greene, Marcus Hendricks, Courtney Owens, Timothy Williams, Patrick Wimberly, Mayor Hilliard L. Hampton II

Approval of Agenda

To approve the agenda as presented with the addition of one item

Public Participation

Bob Brown: Explained Senior Alliance services and future projects.

Yvette Pugh: AT&T representative.

Don Nicholson: Announced Michigan Cruise.

Joan Gephart: Announced Rouge River Clean up.

Ed Manier: Briefed Council on Attorney General opinion.

George Williams: Voiced concern on several issues.

Stephen Jeffrey: Announced policy regarding bad debts.

Dennard Shaw: Opinion on use of stimulus dollars.

Willie Johnson: Several concerns

Larry Motley: Spoke on historical district, stimulus dollars and taxes.

Authorize the Administration to apply for the COPS Hiring Recovery Program (CHRP) Grant for ten additional police officers for a period of four years: By Police Chief Gaskin.

09-04-101 Consider exercising the City’s option and declare the Trinity Estates Development. Agreement terminated based on their breach of Section 11.01 of the Agreement.

Receive and File Proposed 2009/2010 Budget

Council Concerns:

Wimberly: H&H Metals is looking for another location. Suggested parks upgrade. Requested Enhancement Grants update.

Williams: Announced Town Hall Meeting addressing teenage drinking. Discussed demolition and Harrison Street paving program.

Greene: Expressed opinion on city issues, verbal attacks by individuals, job intent to serve the public, city projects to focus on, banks maintaining foreclosed home, and cell phones.

Hendricks: Commented on previous discussions and comments. Expressed concern of trees, golf course netting, appreciation for Image Committee and volunteers.

Owens: Introduced concept of barter system mirrored after another community. Addressed Local Officers Compensation Commission recommendation and meetings. Spoke on tree issue, conferences attended, bus lines, areas in need of clean up efforts, parks, BS&A tracking system, Douglas School, Haddon Estates.

Mayor: Spoke on earlier discussions, Attorney General’s opinion, legal process, allegations, Local Officers Compensation Commission and passion for serving the public.

Council discussed possibility of having Orientation Meeting on separate day and time frame.

Councilman Wimberly announced program for Manual Wilson.

City Clerk

Announced May 5, 2009 School Election.

City Manager

There being no further business to come before Council, on Moved duly made by Canty, seconded by Wimberly and carried, the Regular Council Meeting of April 20, 2009 was adjourned at 11:47 PM
