The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, February 16, 2009.

Call Meeting to Order

Pledge of Allegiance

Mayor Hampton called the meeting to order at 7:41 p.m. City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Michael Greene, Marcus Hendricks, Courtney Owens, Timothy Williams, Patrick Wimberly, Mayor Hilliard L. Hampton II

Approval of Agenda

09-02-036 Motion by Hendricks Seconded by Wimberly

To approve the agenda as presented with the addition of E-1(a), E-1(b) and removal of E-8

Motion Carried Unanimously.

Public Participation

Rev. George Williams: Tax and water rate concern.

James and DeArtriss Richardson: Questioned circulated petition for restaurant.

Willie Johnson: Demolition, public nuisance, tax and water bill concern.

Dorothy Gardner: Restaurant, phone system at City Hall, open meetings, orientation date, and council voting habits concern.

Terry Johnson: Lights on Michigan Avenue at Henry Ruff and Harrison concern.

Presentation

Fire Fighters Awards were distributed by Fire Chief Mark Hubanks and Mayor Hampton to Robert Roths, Cedric Bradford, James Ursitti, John Nichols, Jr., and Police Detective Anthony Delgreco.

Receive and file City of Inkster Policemen and Firemen Retirement System actuarial valuation report.

Approve February 2, 2009 regular meeting minutes.

$9,509.45 to Milton Spokojny, City Attorney for January 2009 services.

Police and Fire Pension March 2009 payment in the amount of $136,434.70.

Owens requested City Manager to investigate conflict of interest.

Mayor Hampton addressed overlooked update on roster.

Consider lifting the second reading of an amendment to the Inkster Zoning Ordinance, Required Petition Subsection 155.203 (D) from the TABLE.

09-02-040 Motion by Williams Seconded by Canty

Adopt the second reading of an amendment to the Inkster Zoning Ordinance, Required Petition Subsection 155.203 (D), by exempting restaurants from the requirement, which shall state "Liquor may be served for consumption on the premises at a standard restaurant provided that such a use is accessory to the principal use of the business and that the bar area where patrons are served does not exceed 20% of the total public area of the building. If the above said uses do not exceed 20% of the total public area of the building, a petition requiring 51% of persons owning, residing or doing business within three hundred feet of the proposed location is not required. No waivers shall be given to permit a regulated use to locate within a three hundred foot radius of any nursery, primary, or secondary school. However, waivers may be given to allow above said uses serving beer, wine, or liquor for consumption on the premises to locate within three hundred feet of a nursery or primary school if separated by a major thoroughfare comprises of four or more lanes or traffic." (Ordinance 821)

Provide Wayne County Neighborhood Stabilization Program with a Letter of Support to Home Renewal Systems – Crosswinds Communities

Provide a Letter of support to Neighborhood Housing Solutions to make application to MSHDA and Wayne County for Neighborhood Stabilization Program funding.

Approve Skyline Contractors, Inc. a "No Cost" contract change order (#1) to delay 1.9 MG, RTB facility project completion from 24 months to 48 months.

Authorize Mr. Muzaffar Lakhani, City Engineer, to add an approximate cost of $50,000.00 to the 2009 resurfacing project (Inkster Road between Corona and Cherry Hill) for replacement of missing sidewalk.

Approve the revised copy of City of Inkster Administrative Policy and Procedure for water meter reading and disputed water bills with the omission of the phrase "have the option of paying" to "pay".

Approve waiver of 2008 city taxes and special assessment cost owed by Mr. Jericho Darby to finalize the sale of lot 159 of the Carver Homes subdivision otherwise known as 4109 Wayland Ct.

Adopt a rate of 7.11% as the city contribution to the Police and Fire Pension Fund.

Adopt Roberts Rules of Order as the guideline for all City of Inkster meetings.

Central Wayne County Sanitation Authority; distribution of funds.

Motion Carried Unanimously

Council Concerns:

Owens: Requested Administration to speak to Wayne County regarding Inkster Road sidewalk. Alert citizens of service ramifications if taxes are reduced. Questioned Harrison Street paving and Pine/Harrison pot holes.

Hendricks: Requested status of Wayne County payment; update on Harrison Street. Consider holding Orientation meeting on separate day.

Greene: Consider Monday for Orientation meeting. Instructed City Manager to arrange a meeting with the railroad company. Stated people are driving around gas station barricade.

Williams: Personal thanks to fire department. Truancy issue still exists. Support family gatherings.

Mayor: Encouraged action in our community. Announced AT&T invitation, contact and service information. Publicized Town Hall meeting plans.

Further discussion on petition procedure.
