The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, January 5, 2009.

Call Meeting to Order

Pledge of Allegiance

Mayor Hampton called the meeting to order at 7:38 p.m. City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Honorable Council Present: Michael Canty, Michael Greene, Marcus Hendricks, Courtney Owens, Timothy Williams, Patrick Wimberly, Mayor Hilliard L. Hampton II

Approval of Agenda

09-01-001 RESOLVED by Hendricks, seconded by Williams to approve the agenda as presented with the removal of E2- Unanimously adopted. MOTION CARRIED.

09-01-002 RESOLVED by Hendricks, seconded by Williams to approve December 15, 2008 regular meeting minutes and November 8, 2008 corrected special meeting minutes - Unanimously adopted. - MOTION CARRIED

Boards and Commissions

09-01-003 RESOLVED by Owens, seconded by Hendricks to reappoint Cephus Thomas to the Board of Review to expire 12/31/09. Unanimously adopted. MOTION CARRIED

09-01-004 RESOLVED by Greene, seconded by Williams to reappoint Mayor Hilliard L. Hampton II to the Police and Fireman Retirement System Board of Trustees for a two year term expiring 01/11. Unanimously adopted. MOTION CARRIED

First Reading

09-01-005 RESOLVED by Canty, seconded by Williams to approve the first reading of an amendment to add a new subsection to the Inkster Zoning Ordinance, Prohibited Signs, Section 155.241 (B) (19), entitled "Billboards" and eliminate Section 155.249, entitled Billboards. Unanimously adopted. MOTION CARRIED

09-01-006 RESOLVED by Williams, seconded by Wimberly to approve the first reading of an amendment to the Inkster Zoning Ordinance, Required Petition Subsection 155.203 (D), by exempting restaurants from the requirement, which shall state "Liquor may be served for consumption on the premises at a standard restaurant provided that such a use is accessory to the principal use of the business and that the bar area where patrons are served does not exceed 20% of the total public area of the building. If the above said uses do not exceed 20% of the total public area of the building, a petition requiring 51% of persons owning, residing or doing business within three hundred feet of the proposed location is not required. No waivers shall be given to permit a regulated use to locate within a three hundred foot radius of any nursery, primary, or secondary school. However, waivers may be given to allow above said uses serving beer, wine, or liquor for consumption on the premises to locate within three hundred feet of a nursery or primary school if separated by a major thoroughfare comprises of four or more lanes or traffic." 09-01-007 RESOLVED by Canty, seconded by Williams to support the Planning Department and Downtown Development Authority’s plan for the use of the Michigan Department of Transportation’s Transportation Enhancement Grant with recommendations from Patrick Depa, Director of Planning and Economic Development and Trevor Donaldson, DDA Administrator. Unanimously adopted. MOTION CARRIED.

09-01-008 RESOLVED by Williams, seconded by Owens to send a "Thank you" letter to Mr. Reid S. Charles, former Interim City Manager for the City of Inkster, for his dedication and service to Inkster. Unanimously adopted. MOTION CARRIED

09-01-009 RESOLVED by Greene, seconded by Williams to decline Mr. Reid S. Charles’ resignation of 12/26/08 and continue salary to December 31.2008 as stated in Resolution 08-12-341. MOTION FAILED.

09-01-010 RESOLVED by Wimberly, seconded by Williams to accept Mr. Reid S. Charles’ resignation effective 12/26/08. Nay: Greene, Owens. MOTION CARRIED.

09-01-011 RESOLVED by Williams, seconded by Owens to TABLE an Agreement to sell property next door to 3937 Springhill to Jennifer Rachal to next meeting pending information. Unanimously adopted. MOTION CARRIED.

09-01-012 RESOLVED by Canty, seconded by Wimberly to place all council issues on orientation agenda for discussion and decision to place on meeting agenda. Nay: Greene, Owens, MOTION CARRIED

Council Concerns:

Owens: Circles at Andover need to be salted. Contact Wayne County regarding Inkster Road at railroad tracks; sidewalks are covered with snow. Dangerous to pedestrians.

Hendricks: When is audit date? (1st meeting in February). Make necessary changes to have dollars available for future budget. Foreclosure information needed for projection.

Greene: Asked constituents to leave name and number when leaving a phone message. Cracks in asphalt at Shadowlawn/Cherry Hill. Announced meeting regarding domestic violence (734.925.2174) on January 23 and 24.

Mayor: Asked if CSO project would qualify under the stimulus package from SEMCOG. City Manager and Engineer responded.

Williams: Recommended extra patrol around vacant homes. Commended police on handling snow accidents.

Greene: Announced the success of police finding a child missing from Inkster in Illinois.

City Clerk

09-01-013 RESOLVED by Hendricks, seconded by Wimberly to allow the City Clerk to renew a short term disposal contract renewal with Greater Detroit Resource Recovery Authority. Unanimously adopted. MOTION CARRIED.

City Manager

Gave brief overview of professional procedures; welcomed opportunity to serve the citizens of Inkster.

There being no further business to come before Council, on motion duly made by Canty, seconded by Greene and carried, the Regular Council Meeting of January 5, 2009 was adjourned at 10:07 PM
