Special Council Meeting
September 29, 2008

CALL MEETING TO ORDER

The Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in Council Chambers, 26215 Trowbridge, Inkster, MI 48141 at 6:05 pm

ROLL CALL

Honorable Council Present:  Canty, Greene, Hendricks, Owens, Williams, Wimberly, Mayor Hampton

 

Mayor opened by explaining Mr. Zorn declined the city’s employment offer. Discussion between council on options.

Moved by Canty, seconded by Greene to offer D. Wayne O’Neal the City Manager’s position.

Moved by Owens, seconded by Hendricks to table motion.

Moved by Hendricks, seconded by Canty to enter into closed session at 6:30 p.m. to discuss personnel.

Moved by Canty, seconded by Williams to return to open session at 6:54 p.m.

Moved by Owens, seconded by Hendricks to remove motion from Table.

Discussion on support/non-support of candidate. Called for question

08-09-252         RESOLVED by Canty, seconded by Greene to offer D. Wayne O’Neal the City Manager                        position for the City of Inkster.

Roll Call:           Yea: Canty, Greene, Owens

                        Nay: Hendricks, Williams, Wimberly, Mayor Hampton

            MOTION FAILED

City Manager was instructed to contact Bill Richards to advise Council on options to move forward.

Discussion on the difference between the Airport Master Plan and Airport Noise Study. The invoice submitted to the City of Inkster from the City of Romulus and how it will benefit the city. Request representative attend next meeting to explain the process.

Discussion regarding City Manager’s last day; council extended an offer for Joyce Parker to extend her stay. Interim city manager options discussed. City Manager will consider.

Employee handbook was discussed. Carmen Mitchell questioned intent and ordinance. City Manager stated there is currently no consistency.

DDA improvements on Michigan Avenue parking lot discussed and who approved the project and procedure to inform Council.

Moved by Hendricks, seconded by Owens to return to closed session at 8:01 p.m. to discuss pending litigation.

Moved by Greene, seconded by Williams to return to open session at 8:05 p.m.

There being no further business to come before Council, on motion duly made by Owens, seconded by Wimberly and carried, the Special Council Meeting of September 29, 2008 is adjourned at 8:08 p.m.
