Special Council Meeting
April 11, 2008

CALL MEETING TO ORDER

The Special Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in Council Chambers, 26215 Trowbridge, Inkster, MI 48141 at 6:45 pm

ROLL CALL

Honorable Council Present: Canty, Greene, Owens, Hendricks, Williams, Wimberly, Mayor Hampton

IN ATTENDANCE

Joyce A. Parker, City Manager Milton Spokojny, City Attorney

Fred Hill, Risk Manager Velida Gutierrez-Smith, City Clerk

Council entered into Executive Session.

Moved by Wimberly, seconded by Owens, for Council to convene in closed executive session at 6:47 p.m. to discuss personnel in accordance with MCL 15.268.

Present: Canty, Greene, Hendricks, Owens, Williams, Wimberly (left at 6:55 pm), Mayor Hampton

Moved by Greene, seconded by Williams, return to open session at 7:39 p.m

AGENDA

Councilman Owens requested the City Attorney to investigate group homes.

Councilman Greene questioned towing contract procedures, did not have knowledge of an upcoming meeting to obtain new towing companies. The boiler plate contract (general contract) needs to be amended. Process was explained by Fred Hill and why he reviewed Harrison and Holt contracts, with the intention to protect the city and receive shared revenue (10% to 15%) from the towing companies. Another company submitted a proposal; it was determined the city does not have to act because a company submits a proposal if the city has not requested proposals. Council determined they do not have an interest to change towing companies. The City Manager, Police Chief and Risk Manager will speak to the current towing companies and update their contract. A letter will be sent to the vendors who submitted proposals.

08-04-096S Moved by Greene, seconded by Owens to authorize the City Manager and the City Attorney to meet with the current towing companies contracted with the City of Inkster (Holt & Sons and Harrison Towing) to update their contract and bring results to Council - Unanimously adopted - MOTION CARRIED

08-04-097 S Moved by Owens, seconded by Canty to rescind the authority of the boiler plate contract. - Unanimously adopted. - MOTION CARRIED.

08-04-098 S Moved by Greene, seconded by Williams to continue utilizing the current towing companies (Harrison Towing and Holt & Sons Towing) - Unanimously adopted. - MOTION CARRIED

Councilman Greene: Citizens at Rosewood and Magnolia are complaining of high drug activity. Increased police patrol is needed; perhaps foot patrol may be an option. City Manager will speak to the Police Chief for an update on patrol. Also, investigate alleged activity on Justine Street.

There being no further business to come before Council, on motion duly made by Canty, seconded by Hendricks and carried, the Special Council Meeting of April 11, 2008 is adjourned at 7:42 p.m.
