City of Inkster, Michigan
Regular Council Meeting
April 7, 2008

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, March 17, 2008

Prior to the meeting, Council entered into Executive Session.

Moved by Wimberly, seconded by Owens, for Council to convene in closed executive session at 7:22 p.m. to discuss personnel in accordance with MCL 15.268.

Present: Canty, Greene, Hendricks, Owens, Williams, Wimberly, Mayor Hampton

Moved by Greene, seconded by Williams, return to open session at 7:39 p.m.

Call Meeting to Order

Pledge of Allegiance

Mayor Hampton called the meeting to order at 7:43 p.m. City Council, and the public in attendance, pledged allegiance to the flag of the United States of America.

Roll Call

Honorable Council Present:       Michael Canty, Michael Greene, Marcus Hendricks, Courtney Owens, Patrick Wimberly, Timothy Williams, Mayor Hilliard L. Hampton II

Approval of Agenda

08-04-086       RESOLVED by Wimberly, seconded by Williams to approve the agenda as presented with the deletion of H-1. Unanimously adopted. MOTION CARRIED.

Public Participation

·        Joanne Parker: Brush site concern.

·        Marsha Buchanan: Announced a fundraiser for Blanchette School.

·        Sandi Bilokury: Concerned with condition of dog pound and the care of animals.

·        Debbie Stone: Dog pound concern regarding care and contact information. Length of stay before being exterminated.

·        Linda McIndrie: Concerned with condition of Dog Pound.

·        Lauren Marsh: Willing to assist with dogs deemed un-adoptable.

·        Lauree Tonkivich: Has a rescue dog which now a therapy dog for the elderly.

·        Willie Johnson: Concerned about condition of Durand Court and lack of personnel to handle complaints at City Hall.

·        John Knight: Retirement contract benefits with city have been removed.

·        Mr. Rose: Arcola Street is in disrepair.

·        Lenore Wormak: Farnum Street parking concern.

·        Hardy Robb: Would like to help with baseball.

Presentation

Mayor Hilliard L. Hampton II swore in Auxiliary Police Chief Bill Ratliff.

Mayor Hilliard L. Hampton II and Denise Champagne accepted a check from the American House Foundation to install a handicap ramp for a citizen who was not able to leave their home.


 

Public Hearing

Mayor and Council Concerns

·        Wimberly: Update on Hines fundraiser; Gracie Cee’s will be honored for achieving the status of the best pizza in North America according to the International Pizza Expo. Town Hall Meeting on April 17 at Gracie Cee’s for District 5.

·        Williams: Gregory Everhardt will be in concert on April 19 at Wayne Tree Manor Center.

·        Canty: Congratulations to police department for a successful fundraiser and funeral. Thank you to Mr. Lakhani for exchanging offices with council.

·        Greene: Mentioned Hines fundraiser. Donations are still being accepted.

·        Hendricks: Discussed Arcola Street. Stated it will be a priority.

·        Owens: Requested explanation of private easement and how the owners did not cooperate. Extended a welcome to Aux Chief Ratliff. Announced annual memorial for police will be held on May 2nd at 10:00 a.m. Expressed concern of group homes. Ralph Welton, Chief Building Official spoke on situation.

·        Mayor: Asked clerk to create a letter to schools requesting participation in the Pledge of Allegiance at the council meetings. Announced April is Jazz Month.

08-04-087                RESOLVED by Hendricks, seconded by Greene to approve minutes from the regular council meeting of March 3, 2008, minutes from the Election Commission meeting of March 3, 2008, minutes from the special council meeting of March 14, 2008, minutes from the special council meeting of March 15, 2008, minutes from the regular council meeting of March 17, 2008, payment of 2nd quarter membership dues to SEMCOG in the amount of $917.50 $138,555.51 to the Police and Fire Pension for the month of May, 2008 - Unanimously adopted. - MOTION CARRIED

08-04-089       RESOLVED by Greene, seconded by Hendricks to approve recommendation to settle claim number V00003 in the amount of $53,500.  - Unanimously adopted. - MOTION CARRIED

08-04-090       RESOLVED by Hendricks, seconded by Wimberly to approve recommendation to settle claim number V00002 in the amount of $2,500.00.  - Unanimously adopted. - MOTION CARRIED

08-04-091       RESOLVED by Owens, seconded by Greene to approving the purchase of four video captures from L3 Communications in the amount of $38,424.00. Funds from current JAG grant fund. Unanimously adopted. – MOTION CARRIED

08-04-092       RESOLVED by Wimberly, seconded by Owens to authorize the Administration to accept the landscape construction proposals from Torre & Bruglio to perform installation of flower and mulch in the Inkster City Hall in the amount of $5,774.00.

08-04-093    RESOLVED by Canty, seconded by Williams to consider scheduling a public hearing on May 5, 2008 for the proposed City of Inkster Wide Budget; fiscal year 2008-2009. The City Council of the City of Inkster will hold a public hearing for the proposed fiscal year 2008/2009 budget beginning July 1, 2008 through June 30, 2009, the property tax millage rate proposed to be levy to support the proposed budget and the water and sewer rates will be effective July 1, 2008 and will be subject of this hearing as well. This Truth-In-Taxation hearing is being held pursuant to Section 16 of the Uniform Budgeting and Accounting Act (Truth in Budgeting, MCL 141.436)

08-04-094       RESOLVED by Canty, seconded by Wimberly to adopt a resolution designating April as Jazz Appreciation Month.

08-04-095       RESOLVED by Owens, seconded by Canty to adopting a resolution recognizing the efforts of employees in arranging a fund raiser for Police Officer Shaun Hines.

 

There being no further business to come before Council, on motion duly made by Canty, seconded by Wimberly and carried, the Regular Council Meeting of April 7, 2008  was adjourned at  9:18 p.m.
