The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, November 19, 2007

Call Meeting to Order

Pledge of Allegiance

Mayor Hilliard L. Hampton II called the meeting to order at 7:30 p.m. City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Roll Call

Honorable Council Present:        Michael Canty, Michael Greene, Marcus Hendricks, Courtney Owens, Patrick Wimberly, Timothy Williams, Mayor Hilliard L. Hampton II

Presentation

Honorable Judge Sylvia James swore in the newly appointed members of Council and Mayor.

Mayor Hilliard L. Hampton II swore in Police Officer Susan Beauvois.

Fire Chief Mark Hubanks presented Firefighter Cedric Bradford with his badge

Ron Wolkowicz, Parks and Recreation Director, and AT&T representative presented the City of Inkster with a check in the amount of $25,000 for senior services.

Approval of Agenda

07-11-313         RESOLVED by M. Hendricks, seconded by Wimberly to approve the agenda as presented. MOTION CARRIED.

Public Hearing

Public Participation

·         Tito – Inkster Raiders – Showcased trophy won by Pee Wee team. Requested support for organization and announced banquet for Inkster football team

·         Bob Brown – Senior Alliance – Provided information on the services given to the senior citizens.

·         Nellene Moore – Street conditions at the intersections of Cherry Hill and Middlebelt/Inkster Roads need to be repaired.

·         Cortez Spann – Requested permission to tap into water line to perform renovations at 2727 Inkster Road.

·         Hardy Robb – Rallied to bring more business into the city.

·         Bob Constance – State Representative – Provided office phone number 888.345.8017.

Mayor and Council Concerns

·        Hendricks: Thanks to citizens for electing him for a third term and for family support.

·        Greene:       Thanks to public for support. Announced information for Toys for Tots program.

·        Canty:         Thanks for support, humbled by citizens of Inkster.

·        Williams:     Thanks to God, wife, committee, residents.

·        Wimberly: Thanks to God and being given the challenge.

·        Owens:       Thanks to God, poll workers, parents and looks forward to challenge.

·        Mayor:       Thanks to city for support and trust, the city manager for not leaving, the community and his wife. Announced Football Banquet information.


 

 

07-11-314      RESOLVED by Canty, seconded by Williams to appoint Patrick Wimberly as Mayor Pro Tem. MOTION CARRIED.

Consent Agenda

07-11-315      RESOLVED by Canty, seconded by Owens to approve the minutes of the regular council meeting of November 5, 2007. MOTION CARRIED.

City Clerk

07-11-316      RESOLVED by Hendricks, seconded by Williams to approve the proposed Council meeting dates for 2008 calendar year in accordance with City of Inkster Charter, Section 7.1.

New Business

07-11-317      RESOLVED by Canty, seconded by Hendricks to authorize a signature on the Intergovernmental Agreement for the 2007 JAG Grant to allow the Police Department to utilize the awarded funds ($29,740.00)

07-11-318      RESOLVED by Hendricks, seconded by Wimberly to award a contract to the Architects Design Group of Ann Arbor Michigan for an assessment of the feasibility of a Senior Citizen Center in the City of Inkster in an amount not to exceed $12,000.00. MOTION CARRIED.

07-11-319      RESOLVED by Hendricks, seconded by Greene to allow the Administration to accept the terms of the agreement between the AT&T Foundation and the City of Inkster Senior Services be adopted for the 2007 AT&T Accelerator grant program entitled “Seniors Connected”, and that the Program Director of Inkster Senior Services be authorized to execute the agreement on behalf of the City, and be named as the Grantee Representative for this project. Nay: Mayor. MOTION CARRIED.

07-11-320      RESOLVED by Greene, seconded by Canty to authorize the Administration to purchase Christmas decorations in an amount not to exceed $10,000. MOTION CARRIED.

07-11-321      RESOLVED by Canty, seconded by Wimberly to declare May 30th as Booker T. Dozier Day in recognition of his dedication to the City of Inkster.

Moved by Canty, seconded by Wimberly, for Council go into closed executive session at 8:44 p.m. to discuss pending litigation, personnel in accordance with MCL 15.268.

Present: Canty, Greene, Hendricks, Owens, Williams, Wimberly, Mayor Hampton.

Moved by Hendricks, seconded by Canty, to return to open session at 9:49 p.m.

 

07-11-322      RESOLVED by Canty, seconded by Hendricks to waive the fee for zoning board of appeals to settle a civil rights case. MOTION CARRIED.

Discussion held in closed session regarding information provided by the City Clerk for Council to approve the inclusion of the City Clerk in the MML study already implemented for all Department Heads and the City Manager effective July 1, 2007.

07-11-323      RESOLVED by Owens, seconded by Williams to increase the City Clerk’s wage to the minimum amount of $54,738.00 in accordance with the MML study. Also to perform an annual review in April 2008. Nay: Canty, Mayor Hampton.  MOTION CARRIED.

 

 

       There being no further business to come before Council, on motion duly made by Canty and seconded by Hendricks and carried, the Regular Council Meeting of November 19, 2007 was adjourned at 9:58 p.m.
