Regular Council Meeting
November 5, 2007

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, November 5, 2007

Prior to the meeting, Council entered into Executive Session.

Moved by E. Hendricks, seconded by Canty, that Council go into closed executive session at 6:57 p.m. to discuss pending litigation, personnel in accordance with MCL 15.268.

Present: Canty, Coleman-Richardson, E. Hendricks, M. Hendricks, Johnson, Mayor Hampton. Harris-Foster arrived at 7:22.

Moved by E. Hendricks, seconded by Canty, to recess at 7:32 p.m.

Call Meeting to Order

Pledge of Allegiance

Mayor Hilliard L. Hampton II called the meeting to order at 7:35 p.m. City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Roll Call

Honorable Council Present:        Michael Canty, DeArtriss Coleman-Richardson, Wanda Harris-Foster, Ernest Hendricks, Marcus Hendricks, Ronald Johnson, Mayor Hilliard L. Hampton II.

Mayor Hampton yielded his seat to Mayor Pro Tem Ernest Hendricks.

Mayor Pro Tem announced the death of Booker T. Dozier, a well respected man in the community.

Approval of Agenda

07-11-292         RESOLVED by M. Hendricks, seconded by Canty to approve the agenda as presented. MOTION CARRIED.

Public Participation

·            Troy Lumpkin: Painter & Ruthenberg representative offered options to improve service.

·            Elizabeth Daly: Is interested in improving the current dog pound condition.

·            Kirk Turner: P&R employee has citizens best interest while performing job duties.

·            Sandra Spoljaric: P&R employee, Inkster resident, concerned with future of company and employees.

·            Gabe Henderson: Spaghetti dinner November 16th at Parks and Recreation Center, Christmas Bazaar on December 8, call 734.728.0511 for information. Spoke in support of P&R and employees.

                E. Hendricks spoke in support of Goodfellows and past efforts of Mr. Dozier.

Mayor and Council Concerns

·         M. Hendricks: requested sidewalk program update (A. Collins provided and answered Harris-Foster questions, giving information on a grant that will be offered to homeowners). Asked if there was a water rate appeal process (City Manager and A. Collins responded).

·         Coleman-Richardson: Announced coat drive in effect until December 15th and locations.

·         Canty: Supported dog pound interest of citizen. Recognized ISO effort. Requested tree trimming update (A. Collins responded).

·         Mayor Hampton: Commended citizen on dog pound interest. Inquired if there is a homeless shelter in the city (city clerk and Housing Chairperson responded).

·         Harris-Foster: Set out at 4598 Burton. Has concerns regarding employee handbook. Thanked city for support during her 16 years on Council and requested citizens get involved.

·        E. Hendricks: Asked for update on demolitions, weed cutting and compost pick up.

07-11-293      RESOLVED by Harris-Foster, seconded by Coleman-Richardson to approve minutes from the regular council meeting of October 1, 2007, minutes from the Election Commission meeting of October 1, 2007, minutes from special meeting of October 10, 2007, minutes from regular meeting of October 15, 2007, minutes from special meeting of October 29, 2007, $12,678.50 to Milton Spokojny, City Attorney for October 2007 services, November Police and Fire Pension Board Retirement System in the amount of $138,555.51.. MOTION CARRIED.

City Clerk

07-11-294      RESOLVED by Canty, seconded by Harris-Foster to approve issuing a Proclamation to the National Family Caregivers Association to honor family caregivers. MOTION CARRIED.

       Boards and Commissions

07-11-295         RESOLVED by M. Hendricks, seconded by Harris-Foster to appoint Carlene Milledge to the Library and Historical Society for a two year term to expire November 5, 2009. MOTION CARRIED.

07-11-296         RESOLVED by Coleman-Richardson, seconded by Canty to reappoint Mable Foster to the Aging Committee for a two year term to expire November 5, 2009,. MOTION CARRIED.

07-11-297      RESOLVED by Johnson, seconded by M. Hendricks to authorize the Administration to purchase and install two snowplows on the new F-250 Ford pickup trucks from NBC Truck Equipment Inc. for $7,820.00. MOTION CARRIED

07-11-298      RESOLVED by Harris-Foster, seconded by Canty to allow the Administration to authorize Wyandotte Alarm Company to install an Access Control System at City Hall for $2,970.00. MOTION CARRIED

07-11-299      RESOLVED by Mayor Hampton, seconded by Harris-Foster to approve the offer to purchase non-buildable vacant property, legally described as lot 577 also adjacent vacated alley 9 feet wide, Inkster Gardens Subdivision as applied for by Betty J. Edwards in the amount of $250.00 MOTION CARRIED.

07-11-300      RESOLVED by Harris-Foster, seconded by Johnson to approve the offer to purchase buildable vacant property, which is lot 194 of Dearborn Acres Sub No. 2 as applied for by Clara M. Edwards McGee in the amount of $1,600.00. MOTION CARRIED.

07-11-301.     RESOLVED by Coleman-Richardson, seconded by Johnson to authorize the Fire Administration to purchase fire fighters turn out gear from Douglass Safety Systems in the amount of $4,753.40. MOTION CARRIED.

07-11-302.     RESOLVED by Johnson, seconded by M. Hendricks to authorize the DDA/Jazz Fest and Summerfest Committee to request approval from Wayne County Department of Public Service to close Inkster Road from Avondale Road south to Michigan Avenue on Saturday, July 12, 2008 from 12:00 a.m. to 11:59 p.m., Sunday, July 13, 2008 to conduct a combined 2 day mid-summer festival. Also, authorize the Parks and Recreation Director to sign the road closure permit on behalf of the City of Inkster. MOTION CARRIED.

07-11-303      RESOLVED by Coleman-Richardson, seconded by Johnson to approve the rate for expanded usage of the Lounge/Meeting room effective December 1, 2007. MOTION CARRIED.

07-11-304      RESOLVED by Johnson, seconded by M. Hendricks to schedule a Public Hearing on December 3, 2007 for the project plan amendment to be submitted to MDEQ for the purpose of SRF (State Revolving Fund) loan application for CSO Phase II compliance plan. Also, approve the attached “project schedule” proposed by MDEQ SRF office, for the Administration to proceed with the schedule. MOTION CARRIED.

07-11-305      RESOLVED by Canty, seconded by M. Hendricks to hold a public hearing on December 3, 2007, at 7:30 p.m. for the Wayne County 2008/2009 Community Development Block Grant (CDBG). MOTION CARRIED

07-11-306      RESOLVED by Johnson, seconded by M. Hendricks to enter into a contract with Annapolis Pointe, LLC to install sidewalk after residential structures are constructed on Yorkville, Crystal and Wayland Courts. MOTION CARRIED

       There being no further business to come before Council, on motion duly made by Canty and seconded by Harris-Foster and carried, the Regular Council Meeting of November 5, 2007 was adjourned at 9:18 p.m.
