Regular Council Meeting
October 15, 2007

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, October 15, 2007

Prior to the meeting, Council entered into Executive Session.

Moved by E. Hendricks seconded by M. Hendricks, that Council enter into closed executive session at 7:10 p.m. to discuss pending litigation and personnel in accordance with MCL 15.268.

Present: Canty, Coleman-Richardson, E. Hendricks, M. Hendricks, Johnson, Mayor Hampton

Not Present: Harris-Foster (arrived at 7:16 p.m.)

Moved by Johnson, seconded by Canty, to recess at 7:35 p.m.

Call Meeting to Order

Pledge of Allegiance

Mayor Hilliard L. Hampton II called the meeting to order at 7:39 p.m. City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Roll Call

Honorable Council Present:        Michael Canty, DeArtriss Coleman-Richardson, Wanda Harris-Foster, Ernest Hendricks, Marcus Hendricks, Ronald Johnson, Mayor Hilliard L. Hampton II.

Approval of Agenda

07-10-279         RESOLVED by Johnson, seconded by Canty to approve the agenda as presented with the removal of G-1 and G-8 and the addition of G-10 through G-12. MOTION CARRIED.

Public Participation

·            Greta Lynn: Question on Stratford Place. No lights in back of development. (City Manager will respond)

·            Constance Thompson: Does Stratford Place carry insurance? Sales office is closed.

·            Michael Greene: Concerned with departure of key employees. Are there plans to replace police department with the Sheriff’s Department.

·            Willie Johnson: Items brought to council have not been addressed. Abandoned homes and cement company need to be addressed.

·            Courtney Owens: Tax issue mentioned in newspaper has been resolved.

·            Terry Johnson: Concerned with allegations of Wayne County Sheriff Department taking over local police department duties.

·            Aaron Sims: Middlebelt Baptist Church requesting assistance and approval to place banners at Middlebelt and Avondale to celebrate 50 year anniversary. (Will be placed under New Business)

·            Sandra Stewart: Expressed opinion on Coleman-Richardson candidacy.

·            Leon Donald: Nuisance trees at 27121 Norfolk. Fell trying to cut limbs and has tried to clean sewer. Feels he is doing someone else’s job. Also feels city water rates are high.

·            Ruth Rippin: Trailer park on Henry Ruff has undesirable tenant (City Attorney responded).

·            Pastor Arthur Downs: Overgrown lot at Beech Daly and Ross affecting traffic.

·            Molly Tippin: Replied to Owens comments.

·            Robert Modzinski: Commented on Henry Ruff trailer park (Ralph Welton responded).

·            Tito Chapman: Inkster Raiders are in need of financial support. (Mayor Hampton beseeched the public to help).

Mayor and Council Concerns

·         Coleman-Richardson: Responded to resident’s comments. Announced Senior Forum on 10/19/07 from 11 a.m. to 1 p.m. Questioned space for trucks to travel at marble company site. Requested update on cement company (Ralph Welton, Chief Building Official responded).

·         M. Hendricks: Cable channel quality of council meeting is poor (City Manager responded). Stated Council responds to all inquiries through the city manager’s office.

·         Johnson: Spoke to voters.

·         Harris-Foster: 4000 Middlebelt is an on-going issue. Police Department has not responded to inquiry from last meeting.

·         Mayor Hampton: Responded to allegations of non response. Football game and parade was a success..

       Consent Agenda

07-10-280      RESOLVED by Harris-Foster, seconded by Johnson to approve $138,555.51 for October 2007 Police and Fire Pension, $945.00 for SEMCOG membership, $11,627.50 to Milton Spokojny, City Attorney for September services. MOTION CARRIED.

                     Approve the City of Inkster Employee Handbook. Also, printing cost of approximately $400.00.

07-10-281 RESOLVED by M. Hendricks, seconded by E. Hendricks to approve request to host the 38th annual Memorial Day parade on Monday, May 26, 2008, between the hours of 12 noon and 3:00 p.m. and support efforts of the Memorial Day Parade Committee to raise necessary funding to defray costs associated with the event and commit the manpower, equipment and insurance by the city necessary to conduct the event. MOTION CARRIED

07-10-282.     RESOLVED by Coleman-Richardson, seconded by E. Hendricks to allow Memorial Day Parade Committee to request approval from the Wayne County Department of Public Service to close Inkster Road from Cherry Hill Road to South River Park Drive on Monday, May 26, 2008, between the hours of 12 noon to 3:00 p.m. and delegate the Parks and Recreation Director as authorized to sign road closure permit on behalf of the City of Inkster. MOTION CARRIED

07-10-283.     RESOLVED by M. Hendricks, seconded by E. Hendricks to authorize an additional cost of $430.00 to Webster’s Collision to complete repairs on unit #07324, Ford Crown Victoria. MOTION CARRIED

07-10-284.     RESOLVED by Canty, seconded by M. Hendricks to rescind Resolution 07-07-220 (award contract to Ric-Man Construction Inc. for the construction of CSO control facility shaft project L-46 &009. MOTION CARRIED

07-10-285.     RESOLVED by M. Hendricks, seconded by Johnson to reject the bids received and opened at City Hall on July 23, 2007 for the construction of CSO Phase II Western outfall facility shaft project. MOTION CARRIED

07-10-286.     RESOLVED by E. Hendricks, seconded by Canty to approve payment of invoice 238390 in the amount of $6,468.00 received from Wayne County Dept. of Environment as annual membership fee of Assembly of the Rouge Communities (ARC). MOTION CARRIED

                     $6,205.00 to Mike Jones Entrprises for services rendered (boarding up homes)

07-10-287      RESOLVED by E. Hendricks, seconded by Johnson to TABLE proposal submitted by Rehmann, Robson CPA to provide services and technical guidance, through site visits and written reports, testing and other discovery methods of the Courts internal controls system for financial reporting in the amount of $7,800. MOTION CARRIED

07-10-288.     RESOLVED by Johnson, seconded by E. Hendricks to conduct a survey on Harrison and Avondale. MOTION CARRIED

07-10-289.     RESOLVED by E. Hendricks, seconded by Canty to ratify the closure of Middlebelt Road from Pine Street to Beech Street from 10:30 a.m. to 12:00 noon on Saturday, October 13, 2007 for Inkster High School Homecoming Parade. MOTION CARRIED

07-10-290.     RESOLVED by M. Hendricks, seconded by Coleman-Richardson to allow Middlebelt Baptist Church to place banners at Middlebelt Road and Avondale to celebrate its 50th anniversary subject to the approval of the administration. MOTION CARRIED

Council returned to executive session at 8:56 p.m.

Moved by E. Hendricks, seconded by Harris-Foster to return to open session at 9:50 p.m.

 

       There being no further business to come before Council, on motion duly made by Canty and seconded by E. Hendricks and carried, the Regular Council Meeting of October 15, 2007 was adjourned at 9:51 p.m.
